Recommendations:<br />
1) CSOs and public officials should consider <strong>for</strong>mal mechanisms to encourage civil society and<br />
citizen <strong>in</strong>put <strong>in</strong>to the legislative process and policy <strong>for</strong>mulation. This should be done <strong>in</strong><br />
consultation with <strong>in</strong>ternational donors, who may provide <strong>in</strong>itial f<strong>in</strong>ancial and technical support,<br />
<strong>in</strong>clud<strong>in</strong>g comparative studies of best practice. Civil society <strong>in</strong>put could <strong>in</strong>clude expert testimony,<br />
preparation of draft legislation, participation <strong>in</strong> work<strong>in</strong>g groups, and <strong>in</strong> public hear<strong>in</strong>gs on<br />
pend<strong>in</strong>g legislation and public policies, which they could also help to dissem<strong>in</strong>ate.<br />
2) Public officials should also work collaboratively with CSOs to encourage dialogue and<br />
network<strong>in</strong>g through regular meet<strong>in</strong>gs (<strong>for</strong> example, town meet<strong>in</strong>gs and CSO councils to the prime<br />
m<strong>in</strong>ister, president, or local governments) to discuss common ground and specific areas <strong>for</strong><br />
potential collaboration. Such <strong>for</strong>ums may be organized by public officials, by CSOs, or jo<strong>in</strong>tly by<br />
both stakeholders.<br />
F<strong>in</strong>d<strong>in</strong>g 3.4.4. CSO-organized <strong>for</strong>ums have promoted network<strong>in</strong>g and Negotiation with public officials<br />
and politicians, and provided opportunities to Voice societal concerns, and dissem<strong>in</strong>ate In<strong>for</strong>mation<br />
generated by CSOs, the GoM, and other stakeholders.<br />
Recommendation: With <strong>in</strong>itial support from the donor community, CSOs should establish <strong>in</strong>dividually<br />
and jo<strong>in</strong>tly organized <strong>for</strong>ums among themselves and with other stakeholders. The CSO <strong>for</strong>ums should<br />
meet regularly and <strong>in</strong>clude the participation of public officials. In the <strong>in</strong>terim, they should communicate<br />
regularly through various mechanisms such as a common list serve or Web site.
