Recommendation: Although the ORM, and CSOs <strong>in</strong> general, should pursue susta<strong>in</strong>able, <strong>in</strong>dependent<br />

fund<strong>in</strong>g sources, the GoM and <strong>in</strong>ternational donors should cont<strong>in</strong>ue to provide f<strong>in</strong>ancial and other<br />

material resources, recogniz<strong>in</strong>g Mongolia’s limited resource base.<br />

F<strong>in</strong>d<strong>in</strong>g ORM 2. The ability of the ORM leadership to balance collaboration with and cooptation by<br />

public officials has been critical to its social accountability <strong>in</strong>itiatives.<br />

Recommendation: Whereas CSOs should expand their collaboration with public officials (<strong>for</strong> example,<br />

jo<strong>in</strong>t research studies and fact-f<strong>in</strong>d<strong>in</strong>g missions), the autonomy of both stakeholders must be susta<strong>in</strong>ed<br />

through <strong>for</strong>mal or <strong>in</strong><strong>for</strong>mal regulations on the behavior and appo<strong>in</strong>tment of officials, as well as <strong>in</strong>ternal<br />

CSO regulations regard<strong>in</strong>g board membership.<br />

F<strong>in</strong>d<strong>in</strong>g ORM 3. Although the ORM’s close relationship with public officials has allowed it to lobby <strong>for</strong><br />

research and obta<strong>in</strong> <strong>in</strong><strong>for</strong>mation from the GoM, the ORM has nevertheless faced difficulties <strong>in</strong> obta<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong><strong>for</strong>mation <strong>in</strong> a timely manner.<br />

Recommendation: Public officials should adopt a Freedom of In<strong>for</strong>mation Law to ensure the timely<br />

access to <strong>in</strong><strong>for</strong>mation that renders government more transparent and accountable. Donors and CSOs<br />

work<strong>in</strong>g <strong>in</strong> this area can provide technical support and comparative <strong>in</strong>sights <strong>in</strong>to <strong>in</strong>ternational standards<br />

and best practices.<br />

F<strong>in</strong>d<strong>in</strong>g ORM 4. ORM-sponsored research has been an important alternative source of <strong>in</strong><strong>for</strong>mation that<br />

has confirmed or elaborated upon GoM’s records and data.<br />

Recommendation: Given the costs of such research, CSOs should collaborate with the GoM and other<br />

national and <strong>in</strong>ternational actors on related issues, while donors should fund both data collection and<br />

analysis <strong>in</strong> policy areas critical to social accountability.<br />

F<strong>in</strong>d<strong>in</strong>g ORM 5. Compared to other Mongolian CSOs, the ORM has been particularly effective <strong>in</strong><br />

collaborat<strong>in</strong>g with the media, allow<strong>in</strong>g it to voice its environmental concerns and offer its<br />

recommendations.<br />

Recommendation: CSOs should be encouraged to cultivate a collaborative relationship with broadcast<br />

and pr<strong>in</strong>t media at the local and national levels through jo<strong>in</strong>t programm<strong>in</strong>g and other activities (<strong>for</strong><br />

example, tra<strong>in</strong><strong>in</strong>g journalists about the role of CSOs) that may <strong>in</strong>itially be supported by <strong>in</strong>ternational<br />

donors.<br />

F<strong>in</strong>d<strong>in</strong>g ORM 6. <strong>Social</strong> accountability is weak at the local level because local governors lack downward<br />

accountability to their constituents and lack the capacity and the mandate <strong>for</strong> en<strong>for</strong>cement. Hence, m<strong>in</strong><strong>in</strong>g<br />

companies are responsive only to the central government.<br />

Recommendation: To promote CSO capacity to negotiate with public officials, the GoM should re<strong>for</strong>m<br />

the legal code on the structure of political and adm<strong>in</strong>istrative authority to promote greater downward<br />

accountability. To trans<strong>for</strong>m the political culture of centralization, senior officials should send clear<br />

signals that downward accountability is an important component of good governance and critical to<br />

economic development.<br />

F<strong>in</strong>d<strong>in</strong>g ORM 7. Although the proliferation of environmental organizations is a sign of grow<strong>in</strong>g civic<br />

awareness and engagement, the large numbers may also pose a challenge to effective coord<strong>in</strong>ation and<br />

cooperation among these various CSOs.
