how a limited and precarious resource base may impede even a well-funded CSO’s ability to provide an<br />
alternative source of <strong>in</strong><strong>for</strong>mation (F<strong>in</strong>d<strong>in</strong>g WSP 2). 66<br />
Triangle News has published <strong>in</strong><strong>for</strong>mation about government policies and actions, particularly budgetary<br />
issues; thus, it has played an important role <strong>in</strong> promot<strong>in</strong>g civic engagement and social accountability<br />
(F<strong>in</strong>d<strong>in</strong>g WSP 3). In each issue, an entire page was devoted to the local budget, where <strong>in</strong><strong>for</strong>mation about<br />
local governmental budgets and the budgetary process was presented <strong>in</strong> simple, accessible language.<br />
Articles <strong>in</strong>cluded “What Is the Budget and Responsibilities of the Aimag Governor on the Budget” (Issue<br />
No. 1, 2003); “How Were MT 75 Million Allocated?” (Issue No. 4, 2003); and “Weird Th<strong>in</strong>gs on the<br />
Soum Budget” (Issue No. 11, 2003).<br />
Articles also provided <strong>in</strong><strong>for</strong>mation about government policies and the goods and services available to<br />
citizens. For example, <strong>in</strong> April 2002, an article entitled “Free Disaster Relief Assistance by Soums”<br />
appeared <strong>in</strong> Triangle News, which reported that the GoM was distribut<strong>in</strong>g free hay <strong>for</strong> livestock that were<br />
suffer<strong>in</strong>g from recurrent drought <strong>in</strong> the region. When their readers realized that the hay that they had been<br />
purchas<strong>in</strong>g <strong>for</strong> MT 2,000 per bundle from soum officials should be distributed to them <strong>for</strong> free, they<br />
contacted the aimag agricultural department. Though no action was taken aga<strong>in</strong>st those responsible, by<br />
June the illegal practice was stopped.<br />
Triangle News also discussed and <strong>in</strong>fluenced nonbudgetary issues. For example, <strong>in</strong>terviews with GoM<br />
officials on water pollution led the Governor of Arvaikheer to protect the local river from pollution by<br />
prohibit<strong>in</strong>g the wash<strong>in</strong>g of cars and clothes <strong>in</strong> the river, and decreas<strong>in</strong>g the number of dogs liv<strong>in</strong>g along<br />
its banks by “exterm<strong>in</strong>at<strong>in</strong>g them <strong>in</strong> a humane manner” (WSP 2002:5).<br />
Although there are numerous other examples of news articles lead<strong>in</strong>g to modification <strong>in</strong> behavior by<br />
government officials, <strong>in</strong> some <strong>in</strong>stances the publication of critiques of practices by local civil servants and<br />
elected officials also resulted <strong>in</strong> threats of retribution aga<strong>in</strong>st WSP-UV. In the first issue of Triangle<br />
News, <strong>for</strong> example, an article cited the harassment of local bus<strong>in</strong>esses by tax officers; the officer<br />
threatened to sue the coord<strong>in</strong>ator of WSP-UV although the issue was never pursued.<br />
Rather than dodg<strong>in</strong>g criticisms of their newspaper, however, the WSP-UV conducted research and sought<br />
op<strong>in</strong>ions from rural citizens. In 2002, WSP-UV organized six meet<strong>in</strong>gs with its readership 67 <strong>in</strong> which<br />
dozens of government officials, bus<strong>in</strong>ess leaders, and CSOs participated and discussed various issues.<br />
The meet<strong>in</strong>gs were the precursors to the Bus<strong>in</strong>ess Development Consultations (BDCs) organized by<br />
WSP-UV.<br />
PROMOTING A FORUM FOR NEGOTIATION:<br />
BUSINESS DEVELOPMENT CONSULTATIONS<br />
In 2003, TAF provided fund<strong>in</strong>g to the WSP-UV <strong>for</strong> a series of <strong>in</strong>dividual meet<strong>in</strong>gs with local<br />
representatives of CSOs, the bus<strong>in</strong>ess community, and the government, along with a tripartite meet<strong>in</strong>g to<br />
discuss a survey WSP-UV had conducted <strong>in</strong> three soums and the aimag center. Accord<strong>in</strong>g to the TAF<br />
