A combination of hard and soft mitigations will be needed to adapt to coastal flooding.<br />

Making <strong>East</strong> <strong>Kalimantan</strong>’s major economic assets, such as airports and the refinery, more flood<br />

resilient justifies investment in infrastructure measures such as sea walls and dikes. Low level<br />

farmland could be more economically protected by restoring and protecting the provinces’<br />

natural mangrove forests, which reduce wave intensity and inundation. Better disaster planning<br />

is critical for Balikpapan, a city with significant vulnerable urban areas; being able to quickly<br />

deploy sandbags, providing shelter for those whose homes are flooded, and facilitating access to<br />

insurance and credit will all help the city adapt to any increase in coastal flooding.<br />
