deforestation and certified by a technical committee of renowned scientists.<br />
At present, there are a number of different methodologies for setting baselines and measuring<br />
avoided emissions for individual carbon projects in <strong>East</strong> <strong>Kalimantan</strong>. In order to reduce transaction<br />
costs and increase the likelihood of carbon projects attracting international carbon market<br />
payments for verified emission reductions and removal, it is critical that the provincial government<br />
incorporates methodologies that have already been independently verified, and establishes a<br />
province-wide approach. Ideally this approach contributes positively to the development of a<br />
national standard as well. Box 13 describes <strong>East</strong> <strong>Kalimantan</strong>’s plan for developing a Measuring,<br />
Reporting, and Verification System (MRV).<br />
<strong>East</strong> <strong>Kalimantan</strong>’s Plan for Developing a Measuring, Reporting, and<br />
Verification System (MRV)<br />
Recognizing that the success of REDD+ implementation demonstration trials will be greatly<br />
affected by the reliability and international acceptance of the measuring, reporting, and verification<br />
system, the Provincial Government of <strong>East</strong> <strong>Kalimantan</strong> has begun an MRV development plan and<br />
will further strengthen it by:<br />

Regional Research and <strong>Development</strong> Agency (Balitbangda) cooperating with several competent<br />
parties: Forestry Faculty of Mulawarman University (especially Climate Change Research<br />
Center), Indonesian Center for Research and <strong>Development</strong> Dipterocarp Forestry Department<br />
develops monitoring/measuring emission system and carbon stock and determining provincial<br />
carbon data baseline.<br />
<strong>East</strong> <strong>Kalimantan</strong> REDD taskforce cooperating with international programs that develop REDD<br />
demonstration plots (at Malinau with GTZ Forclime, at Berau with GTZ Forclime and TNC, and<br />
at West Kutai district with WWF), the private sector (especially those holding both a Forest<br />
Plantation Wood Production Permit (IUPHHK) and a Wood Utilization Permit (IPK), and the<br />
district level REDD working group supplying data and field information.<br />

<strong>East</strong> <strong>Kalimantan</strong> Provincial Forestry Agency together with Regional Environmental Agency<br />
coordinating processes and development results of technical MRV at a regional level in order<br />
to syndicate, disseminate, and increase capacity among stakeholders as well as motivate local<br />
communities to participate.<br />
d. Regional Provincial Government and district or city governments across <strong>East</strong> <strong>Kalimantan</strong>,<br />
Governor, Bupati/Walikota and legislative parties (DPRD) supporting a regulatory policy that<br />
will enable the development and implementation of REDD to run smoothly.<br />
e. To ensure the implementation of MRV as part of climate change programs (such as mitigation,<br />
adaptation, and REDD projects), MRV will be inserted as a vital part of regional environment<br />
development plan and included in development discussions from village level (Musbangdes) up<br />
to national.
