4.3.1.1 Socioeconomic Impacts<br />

FAA guidance contained within FAA Order 1050.1E (see Appendix A, Section 16) for analysis of socioeconomic<br />

impacts states that the Proposed Action would have a significant population and housing impact if it would:<br />

Displace a substantial number of people;<br />

Displace a substantial amount of residential units;<br />

Substantially reduce the levels of service of roads serving the airport and its surrounding<br />

communities;<br />

Create a substantial loss in community tax base; and/or<br />

Induce substantial population growth that would affect the population/housing balance.<br />

Based on these guidelines, an alternative would have a significant socioeconomic impact if its social effects<br />

would lead to substantial, adverse physical changes in the environment.<br />

4.3.1.2 Environmental Justice<br />

Environmental Justice significance was assessed with regard to whether the Proposed Action would conflict<br />

with the requirements of Executive Order 12898 (59 FR 7629 (1994)), “Environmental Justice for Low Income<br />

and Minority Populations.” This Executive Order directs federal agencies “to make achieving environmental<br />

justice part of its mission by identifying and addressing, as appropriate, disproportionately high and adverse<br />

human health or environmental effects of its programs, policies, and activities on minority populations and<br />

low-income populations in the United States.” Based on this guidance, the Proposed Action would have a<br />

significant Environmental Justice impact if it would cause high and adverse human health or environmental<br />

effects that disproportionately affect minority or low-income populations. Section 3.4 provides demographic<br />

information for the Study Area; because there are no concentrations of minority or low-income populations in<br />

the Study Area, no environmental justice impacts would occur.<br />

4.3.1.3 Protection of Children<br />

Impact significance with regard to the protection of children was assessed with regard to whether the<br />

Proposed Action would conflict with the requirements of Executive Order 13045 (62 FR 19883 (1997)),<br />

“Protection of Children from Environmental Health Risks and Safety Risks.” Under this Executive Order, each<br />

federal agency:<br />

(a) shall make it a high priority to identify and assess environmental health risks and safety risks that may<br />

disproportionately affect children; and<br />

(b) shall ensure that its policies, programs, activities, and standards address disproportionate risks to<br />

children that result from environmental health risks or safety risks.<br />

4.3.2 NO ACTION ALTERNATIVE<br />

The No Action alternative does not include any property acquisition or construction and therefore would not<br />

result in the relocation of residences or businesses, alteration of traffic patterns, division of communities,<br />
