4.2 Compatible Land Use<br />

Impacts to existing and planned land uses in the vicinity of an airport are usually associated with the extent of<br />

aircraft noise impacts related to that airport. As indicated in Section 4.1, Noise, above, the Proposed Action<br />

would result in a minimal decrease in noise exposure, but there would be no change in population or number<br />

of households and only a slight reduction (0.2 acre) of sensitive land uses exposed to noise levels of CNEL 65<br />

dB or higher when compared to the No Action alternative.<br />

This section presents a summary of existing land use plans and policies that affect development of the APE<br />

and surrounding area. Land use plans that apply to the area surrounding the APE include City of <strong>San</strong> <strong>Diego</strong><br />

Community and Redevelopment Plans, Navy Redevelopment/Reuse Plans, and the PMP. The potential land<br />

use impacts of the alternatives are identified in relation to each of the on-site and surrounding land use plans.<br />

4.2.1 METHODOLOGY<br />

This analysis documents the existing onsite and offsite land uses and the surrounding area land use plans and<br />

policies. The offsite land uses consist of the adjacent military facility, nearby communities, and recreation<br />

areas. The relevant offsite land use plans consist of the City of <strong>San</strong> <strong>Diego</strong> General Plan, Community Plans,<br />

Land Development Code, and PMP. Additionally, the analysis is based on a site reconnaissance of the Project<br />

area and the surrounding communities. The significance criteria used in assessing the impact of the Proposed<br />

Action related to land use is provided below.<br />

In accordance with FAA Order 1050.1E, the Proposed Action is compatible with existing and future land uses if<br />

the noise analysis conducted for the Proposed Action concludes that there is no significant impact. The<br />

<strong>Airport</strong> Development Grant Program (49 USC 47101 et seq.) requires that the FAA cannot approve a project,<br />

unless it is consistent with plans (existing at the time the project is approved) of public agencies for<br />

development of the area in which the airport is located 49 USC 47106(a)(10).The Proposed Action is consistent<br />

with plans (existing at the time the project is approved) of public agencies for development of the area in<br />

which the airport is located 49 U.S.C. 47106(a)(10). Documentation is provided within this <strong>EA</strong> to support the<br />

<strong>Airport</strong> sponsor’s assurance under 49 U.S.C. 47107(a)(10) of the 1982 <strong>Airport</strong> Act that appropriate action is<br />

being taken to the extent reasonable to restrict the use of land adjacent to or in the immediate vicinity of the<br />

<strong>Airport</strong> to activities and purposes compatible with normal airport operations (see Appendix C for the Land<br />

Assurance Letter for SDIA).<br />

4.2.2 NO ACTION ALTERNATIVE<br />

Under the No Action alternative, there would be no changes to the existing displaced threshold, associated<br />

lights, or navigational equipment. The No Action alternative would not result in any changes that would cause<br />

a significant noise impact, or defer appropriate action that is being taken to consider and control the use of<br />

land adjacent to or in the immediate vicinity of the <strong>Airport</strong> to activities and purposes compatible with normal<br />

<strong>Airport</strong> operations.<br />
