would be relocated onto existing light stations; no fill or new structures would be<br />

constructed in the 100-year floodplain. Thus, the Proposed Action would have no impact on floodplains.<br />

4.9 Coastal Resources<br />

The CZMA of 1972 ensures the effective management, beneficial use, protection, and development of the<br />

coastal zone. CZMPs, prepared by states according to guidelines issued by the NOAA, are designed to<br />

address issues affecting coastal areas.<br />

The Coastal Barriers Resources Act of 1982 prohibits federal financing for development within the Coastal<br />

Barrier Resources System, which consists of undeveloped coastal barriers along the Atlantic and Gulf coasts.<br />

The legislation was amended by the Coastal Barrier Improvement Act of 1990 to include undeveloped coastal<br />

barriers along the shores of the Great Lakes.<br />

4.9.1 METHODOLOGY<br />

The FAA has no specific established thresholds for coastal resources but indicates that a Proposed Action<br />

cannot be approved if a State with an approved coastal zone management program raises an objection unless<br />

other specified actions are taken. Potential significant coastal resources are addressed with regard to<br />

consistency with the California Coastal Act of 1976 (“Coastal Act”; California Public Resources Code Sections<br />

30,000 et seq.). This act, which is consistent with the Federal CZMA, contains the State’s adopted policies with<br />

regard to the protection of coastal resources.<br />

The Proposed Action would have a significant impact to coastal resources if it would be inconsistent with<br />

applicable coastal zone management and planning policies in Chapter 3 of the Coastal Act, including the<br />

following:<br />

1. Development shall not interfere with the public's right of access to the sea where acquired through<br />

use or legislative authorization, including, but not limited to, the use of dry sand and rocky coastal<br />

beaches to the first line of terrestrial vegetation.<br />

2. Upland areas necessary to support coastal recreational uses shall be reserved for such uses, where<br />

feasible.<br />

3. Marine resources shall be maintained, enhanced, and, where feasible, restored.<br />

4. The biological productivity and the quality of coastal waters appropriate to maintain optimum<br />

populations of marine organisms and for the protection of human health shall be maintained and,<br />

where feasible, restored through, among other means, minimizing adverse effects of waste water<br />

The MALSR light stations are positioned based on the landing threshold; the relocation of the displaced threshold necessitates that the<br />

MALSR light stations be shifted to the east (see Figure 1-5 and Tables 1-2 and 1-3 in Chapter 1, Purpose and Need).<br />
