3.2 Existing Land Use and Zoning<br />

This section presents a summary of existing land use plans and policies that affect development in the vicinity<br />

of the <strong>Airport</strong>. Land use plans that apply to the area surrounding the Project site include:<br />

City of <strong>San</strong> <strong>Diego</strong> General Plan;<br />

City of <strong>San</strong> <strong>Diego</strong> Community and Redevelopment Plans;<br />

Navy Redevelopment/Reuse Plans; and<br />

Port Master Plan (PMP).<br />

3.2.1 AIRPORT PROPERTY LAND USES<br />

SDIA is situated on 661 acres on the north side of <strong>San</strong> <strong>Diego</strong> Bay on State Tidelands. It is the major airport in<br />

<strong>San</strong> <strong>Diego</strong> County that is served directly by commercial air carrier operations. SDIA includes an existing 9,401-<br />

foot runway with associated airfield taxiways and existing air support facilities, including the <strong>Airport</strong> Traffic<br />

Control Tower (ATCT), the Aircraft Rescue and Fire Fighting Station, and general aviation facilities. <strong>Airport</strong><br />

facilities include:<br />

Runway 9-27 and taxiway system<br />

North Side: The north side of Runway 9-27, formerly known as the General Dynamics site, is primarily<br />

used for long-term and short-term parking. It also includes cargo-related business and fixed-base<br />

operator (FBO) facilities for general aviation (GA) aircraft located at the southerly end of the site along<br />

Pacific Highway.<br />

South Side: The south side of Runway 9-27 consists of the existing terminals, gates, and parking areas<br />

on SDIA. Additionally, the south side includes approximately 47 acres of the former Teledyne Ryan<br />

leasehold. Long-term and short-term parking is located along the areas adjacent to North Harbor<br />

Drive.<br />

3.2.2 SURROUNDING LAND USES AND LAND USE PLANS<br />

Land in the vicinity of SDIA is densely developed due to the <strong>Airport</strong>’s proximity within two miles of downtown<br />

<strong>San</strong> <strong>Diego</strong>. The primary land uses immediately surrounding the SDIA site are depicted in Figure 3-2 and<br />

discussed below.<br />
