SAN DIEGO INTERNATIONAL AIRPORT – PROPOSED RUNWAY 9 DISPLACED THRESHOLD<br />

4.13.1 METHODOLOGY<br />

4.13.1.1 Light Emissions<br />

The potential light emission impacts of the Proposed Action were determined by evaluating the current<br />

<strong>Airport</strong> light sources associated with Runway 9 and assessing future lighting effects based on the Proposed<br />

Action.<br />

4.13.1.2 Visual Impacts<br />

The purpose of the aesthetics section is to describe the existing aesthetic conditions of the APE and analyze<br />

the potential impacts of the proposed improvements on its aesthetic character and the aesthetic character of<br />

the surrounding areas as a result of the implementation of the Proposed Action.<br />

4.13.2 NO ACTION ALTERNATIVE<br />

The No Action alternative would not result in any modifications to SDIA facilities; therefore, there would be no<br />

light emissions or aesthetic impacts associated with this alternative.<br />

4.13.3 PROPOSED ACTION<br />

4.13.3.1 Light Emissions<br />

Implementation of the Proposed Action would result in the relocation of MALSR lights but would not result in<br />

additional light emissions. Runway lights and MALSR lights would be shifted 300 feet farther east down the<br />

runway, farther away from residential areas. The implementation of the Proposed Action would not require<br />

earth disturbing activities or construction of new structures that would require new construction or specific<br />

lighting equipment; therefore, it is anticipated that no light emission impacts would occur.<br />

4.13.3.2 Visual Impacts<br />

The Proposed Action would not result in any new structures or visual obstructions, but would result in the<br />

shifting of MALSR lights 300 feet closer to the <strong>Airport</strong> and east along the runway. This would result in the<br />

removal of two light stations located off-<strong>Airport</strong> in NTC Park (in Liberty Station), which would improve the<br />

visual setting of the park. Thus, no adverse visual impacts would result from implementation of the Proposed<br />

Action.<br />

4.14 Natural Resources and Energy Supply<br />

In accordance with Order 1050.1E, the alternatives were examined to identify any resulting measurable effect<br />

on local supplies of energy or natural resources.<br />

4.14.1 METHODOLOGY<br />

FAA Order 1050.1E does not establish any significance thresholds for energy supply or natural resources. The<br />

Order requires the proposed action to be examined to identify any proposed major changes that would have<br />
