subject to fog and/or reduced visibility conditions (less than 3 statute miles) 2.83 percent of the time. 1<br />

Loss of<br />

the CAT I instrument approach to Runway 9 for Category D aircraft would prohibit operations on Runway 9<br />

during reduced visibility or inclement weather conditions, causing delays and financial losses to the airlines,<br />

passengers, and companies relying on travel and/or the shipment of goods via SDIA.<br />

2.3 Alternatives Retained for Analysis and Identification of the<br />

Proposed Action<br />

Based on the evaluation of alternatives, two alternatives were retained for evaluation in this <strong>EA</strong>:<br />

No Action alternative<br />

300-foot Relocated Runway 9 Displaced Threshold alternative<br />

Of these two alternatives, only the alternative to relocate the Runway 9 displaced threshold by 300 feet meets<br />

the purpose and need identified in Chapter 1; thus, this alternative was identified as the Proposed Action.<br />

Although the No Action alternative would not meet the stated purpose and need for the Proposed Action, it<br />

was retained for analysis in this <strong>EA</strong> to comply with Title 40 CFR 1502.14(d) and FAA Order 1050.1E, which<br />

requires consideration of the No Action alternative. Thus, only the No Action and Proposed Action<br />

alternatives are analyzed in detail in this <strong>EA</strong>.<br />

2.4 Sponsor’s Preferred Alternative<br />

Based on the criteria noted above, the Sponsor selected the Proposed Action identified in Section 1.5 as its<br />

Preferred Alternative. The Proposed Action meets the Purpose and Need, limits the reduction of landing<br />

runway length and has a lesser project cost.<br />

2.5 Federal Laws and Regulations Considered<br />

In accordance with FAA Order 1050.1E, Paragraph 405(d)(4), the relevant federal laws and statutes, executive<br />

orders, and other federal regulations considered during preparation of this <strong>EA</strong> are listed in Table 2-1,<br />

Table 2-2, and Table 2-3, respectively.<br />
