As described in the County Integrated Waste Management Plan, 41<br />
the system of collection, removal and<br />
disposal of solid waste in the jurisdictions of <strong>San</strong> <strong>Diego</strong> County has evolved from the direct haul of waste to<br />
county or city owned landfills, to a system that integrates waste management alternatives. The current<br />
methods include separate collection of refuse and recyclables, and in certain cases removal of recyclables<br />
from waste at transfer stations. Collections are made by permitted and franchised haulers, which provide<br />
these services, by agreement, for ratepayers. In 2006, <strong>San</strong> <strong>Diego</strong> County was diverting 56 percent of its solid<br />
waste from landfill disposal through source reduction, recycling, and composting. 42<br />
