SAN DIEGO INTERNATIONAL AIRPORT – PROPOSED RUNWAY 9 DISPLACED THRESHOLD<br />

The proposed improvements off-<strong>Airport</strong> would consist of the changing of navigational equipment and runway<br />

lights at existing lighting locations and result in the removal of the two lighting stations farthest from the<br />

runway end, reducing off-<strong>Airport</strong> effects. As such, there would be no disruption or division of the established<br />

communities. Therefore, the Proposed Action would not cause offsite disruption impacts to the City of <strong>San</strong><br />

<strong>Diego</strong> or its communities.<br />

There would be no significant change in the noise contours to the surrounding communities of the general<br />

plan based on the Proposed Action. As a result there would be no significant impacts to these communities<br />

related to noise (see Section 4.1, Noise).<br />

Naval Training Center (NTC) Precise Plan<br />

Two existing light stations of the Runway 9 MALSR are located in NTC Park on former NTC land, part of the<br />

Liberty Station mixed-use development. These last two light stations are sequenced flashers on the extended<br />

runway centerline. These would be relocated eastwards due to the relocation of the displaced threshold,<br />

resulting in the elimination of these light stations from NTC Park. As a result, the Proposed Action would<br />

improve conditions at NTC Park and be consistent with the NTC Precise Plan.<br />

City of <strong>San</strong> <strong>Diego</strong> Redevelopment Plans<br />

This section discusses the compatibility of the Proposed Action with the City of <strong>San</strong> <strong>Diego</strong> Redevelopment<br />

Plans and Policies.<br />

North Bay Redevelopment Plan<br />

The North Bay Redevelopment Plan is not consistent with the adopted ALUCP. However, the Proposed Action<br />

does not cause the inconsistency with the ALUCP.<br />

NTC Redevelopment/Re-use Plan<br />
