of significance.” As described in Section 4.1, Noise, the Proposed Action would cause a minimal decrease in<br />

off-<strong>Airport</strong> noise levels related to aircraft noise, meaning that there would not be indirect noise impacts at<br />

parks or other recreational areas located under the SDIA flight paths (such as at Balboa Park or Ocean Beach).<br />

Based on these factors, the assessment of recreational resources focused on those resources located in the<br />

immediate vicinity of the <strong>Airport</strong>.<br />

Impacts to historic resources, which are also considered Section 4(f) properties, are addressed in Section 4.12,<br />

Historic, Archaeological, Architectural, and Cultural Resources.<br />

4.11.2 NO ACTION ALTERNATIVE<br />

Under the No Action alternative, there would be no actions at SDIA that would induce growth or otherwise<br />

affect the demand for recreational resources. Accordingly, the No Action alternative would have no effect on<br />

recreational or historic resources.<br />

4.11.3 PROPOSED ACTION<br />

As described in Section 4.1, Noise, and Section 4.16, Construction Impacts, the Proposed Action would not<br />

generate noticeable changes in noise off <strong>Airport</strong> property. Accordingly, there would be no noise-related<br />

effects to the recreational facilities near the <strong>Airport</strong>. Similarly, for the reasons described in Section 4.13, Light<br />

Emissions and Visual Impacts, the Proposed Action would not significantly affect views at Spanish Landing<br />

Park, Harbor Island, or other areas where scenic views contribute substantially to the recreational experience.<br />

As such, the Proposed Action would not have a significant impact on recreational resources. Additionally, the<br />

Proposed Action would result in the removal of the two existing MALSR light stations in NTC Park (part of<br />

Liberty Station). This would be a beneficial effect of the Proposed Action to this park facility.<br />

Impacts to historic resources, which are also considered Section 4(f) resources, resulting from the Proposed<br />

Action, are addressed in Section 4.12, Historic, Archaeological, Architectural, and Cultural Resources, and<br />

would not be significant.<br />

4.12 Historic, Archaeological, Architectural, and Cultural Resources<br />

To comply with the National Historic Preservation Act of 1966 and Archaeological and Historic Preservation<br />

Act of 1974, cultural resources which have the potential to be affected by a Proposed Action must be<br />

identified.<br />

4.12.1 METHODOLOGY<br />

An archaeological survey report for the <strong>Airport</strong> was completed in February 2006 as part of the CEQA review<br />

for elements of the <strong>Airport</strong> Master Plan. The survey examined the entire <strong>Airport</strong> property including the former<br />

NTC and Teledyne Ryan manufacturing complex, and consisted of a records search at the South Coastal<br />

Information Center, review of archaeological reports for other projects in the vicinity of SDIA, and a driving<br />

tour of the <strong>Airport</strong>. In addition, a subsequent 2011 South Coastal Information Center records search was<br />
