MEMORANDUM OF UNDERSTANDING HIGHLAND PARK—NEIGHBORHOODS IN BLOOM appendix F ARTICLE IV – HP-RAPP INC. 1. Rehabilitate 9 blighted homes for single-family homeownership. 2. Construct 2 new homes for single-family homeownership. 3. Provide down payment assistance for 9 units. 4. Provide assistance for 10 major rehabilitations of homeowner-occupied properties. ARTICLE V – RICHMOND REDEVELOPMENT AND HOUSING AUTHORITY 1. Acquire 9 blighted properties to be deeded to HPRAPP for rehabilitation to single family homeownership. 2. Provide 5 major home repair/rehabilitation loans/grants for existing homeowners. ARTICLE VI – CITY’S DEPARTMENT OF COMMUNITY DEVELOPMENT 1. Continue to work in partnership with EHC, HOME INC., HPRAPP, and RRHA to provide technical assistance and ensure the successful implementation of the NIB strategy in the Highland Park area. 2. Work with HPRAPP and RRHA to designate Highland Park as a HUD Neighborhood Revitalization Strategy Area (NRSA). The NRSA designation will provide greater flexibility in housing to assist in the revitalization of the Highland Park target area and in the Highland Park community at large. ARTICLE VII – COMMON RESPONSIBILITIES 1. Attend meetings held by the Highland Park governance board and other meetings as needed to provide progress updates/reports and obtain ongoing community input. 2. Work together to successfully implement the City’s NIB strategy in the Highland Park area. 3. Work to enhance community awareness about the NIB strategy in Highland Park. 4. Work to ensure the maintenance of Highland Parks historic, architectural and cultural integrity in the rehabilitation of properties in the Highland Park target area. 5.
