• National Council on Skill
Development (NCSD)–NCSD
constitutes of Union Ministers
of key Ministries. The purpose
is to review progress at
an overall level taking a comprehensive
view of how the
national effort is moving in
the area of skill development.
• National Skill Development
Coordination Board (NSDCB)
– NSDCB is set up under
the Chairmanship of Deputy
Chairman of the Planning
Commission. The purpose
is to ensure coordination of
approaches and efforts by
different implementation
In addition to the above, the
National Skills Development
Policy has been articulated in
2009 wherein target to skill 500
million people by 2022 has been
envisages:
• Design, development and
maintenance of National
(LMIS) and dissemination of
information at national level
• Monitoring and evaluation of
the effectiveness and efficiency
of national efforts on skill
development.
It is worth noting that at present
NCSD, NSDCB and the Office of
Advisor to the Prime Minister
on Skill Development have been
subsumed to constitute National
Skills Development Agency
(NSDA) whose purpose would be
to coordinate and harmonize the
efforts of the Government, various
bodies/ agencies and the corporate
sector in order to achieve
the target set.
Public Private Initiative
The direct beneficiaries of skilled
labour are the industry which
constitutes of PSEs & Private sector.
The Government encourages
the industry to undertake training
of unskilled labour in order
to infuse the same in the skilled
labour market.
Financial Initiative
Allocation of funds has been increased
manifold by INR 10 million
in the Union Budget 2012-13.
Infrastructure Initiative
Various Central and State
Ministries have created infrastructure
for skill development such
as Industrial Training Institutes
(ITIs), polytechnics, community
polytechnics, secondary and senior
secondary schools.
PSE- Role and Contribution
PSEs are the beneficiaries
and stakeholders in the skill
development initiative of the
Government given the large extent
of their operations.
PSEs have incorporated 3 P’s i.e.
People, Planet and Profit, within
its work ethics. People come foremost
for them and hence, they
have given major thrust to human
resource management time and
again by adopting training and
development of the workforce in
order to enhance their skills. It is
carried out in diverse ways including
on the job training, in-house
training programs, participation
in external exposures etc. Many
PSEs have also set up skill development
and training institutes to
cater to their requirements.
To exemplify, Indian Oil
Corporation Limited has set up
Indian Oil Institute of Petroleum
Management (IIPM) while NTPC
has set up Power management
Institute (PMI). Similarly ONGC,
SAIL, BHEL, NHPC have their
own management development
centers and training schools. Tie
ups with educational and training
institutes have also been formed
so that techniques of talent management
are continuously upgraded
and assimilated.
