4.2 Construction Impacts<br />
Construction-related impacts will generally involve<br />
either increases in vehicular traffic on local public roadways,<br />
with the attendant likelihood of greater inconvenience<br />
and increased likelihood of accidents, or direct disruption<br />
of normal traffic patterns due to construction activities<br />
across a road or highway.<br />
The Applicant ,could mitigate the problem of increased<br />
vehicular traffic on local public roads and highways by<br />
implementing the following measures during construction<br />
activities:<br />
(1) During construction, contractors ghould be encouraged<br />
to provide transportation to the work site<br />
from some central location on a daily basis. This<br />
central location may be one of the work camps, a<br />
point near the northern terminus at Miles City, or<br />
some predesignated point elsewhere along the line,<br />
selected to prevent an unnecessary traffic on public<br />
roads in the area. Details should be worked<br />
out with contractors based on final design criteria,<br />
specif ice tasks or phase of construction,<br />
numbers of personnel and equipment and work site.<br />
(2) To the greatest extent possible, all constructionrelated<br />
traffic, including worker transportation.<br />
as well as equipment movement should be confined<br />
to the pioneer road that will be developed within<br />
the ROW. In instances where it is not practical<br />
to confine all traffic to this road, the Applicant,<br />
or the individual contractors should, make<br />
necessary arrangements with the appropriate landowners<br />
or agencies to gain access from private or<br />
public rgadways which will minimize . traffic<br />
impacts to the greatest extent possible.<br />
(3) All Applicant vehicles and equipment, and vehicles<br />
and equipment owned and operated by contractors<br />
working on the project, ghouls strictly adhere to<br />
speed limits and other applicable laws and regulations<br />
when operating such vehicles and equipment<br />
on public roadways.<br />
(4) In cases where traffic along a public roadway may<br />
be disrupted during construction of the railroad;<br />
the Applicant should comply with all requirements<br />
of the ~ontana Department of Highways or other<br />
