tion and operation and maintenance. ..The plans developed<br />

should include- those stipu9a.tions that : would .be<br />

imposed on firms involved in construction of the rail<br />

line. An aspect of such plans would be the emergency<br />

notification procedures, discussed in item (1) above.<br />

Other items that would be included are:<br />

a. Procedures' for reporting. spills.<br />

b. Definition of what constitutes a spill.<br />

c. Methods of containing, recovering, and cleaning up<br />

spilled oil.<br />

d. A list of needed equipment and locations of same.<br />

e. A list of all agencies and management personnel to<br />

be contacted, as in item (2) above.<br />

f. Assurances that techniques and procedures to be<br />

employed in cleanup are representative of the best<br />

technology currently available.<br />

In addition to the items listed here, the stipulations<br />

to be followed during construction would be developed,<br />

in the form of guidelines based on the tasks to be<br />

accomplished by the individual contractors, Among the<br />

stipulations that could be employed are:<br />

a. Care during refueling to guard against overflows.<br />

b. Storage of fuel only..,in metal storage tanks<br />

surrounded by impervious dikes capable of containing<br />

greater than the capacity of the tank.<br />

c. Removal of waste oil to appropriate sites, away<br />

from the ROW,<br />

d. Keeping equipment in good running order and conducting<br />

routine maintenance activities at locations<br />

removed from the ROW,<br />

Specifics of these plans should be discussed and<br />

refined with the appropriate agencies-, and the plans<br />

should be in force at the start of construction,<br />

(5) Toxic Materials Spills, It is not anticipated that the<br />

Applicant will be involved with the transport of toxic<br />

materials. This consideration is included to account<br />
