(5) A program of noise . monitoring should he .-<br />
established. at-selected: locations--.along" the route -<br />
to determine noise levels during ongoing operation<br />
of the railroad. This information would assist in<br />
development of new noise abatement strategies as<br />
they are needed.<br />
(6) In special cases, more direct noise abatement<br />
measures may be required. For example, the Applicant<br />
has agreed to provide a tree buffer between<br />
the Spotted Eagle Lake recreation area and the<br />
ROW. This buffer would serve the dual purpose of<br />
easing the impact of noise upon those pursuing<br />
recreational activities and also moderating the<br />
visual impact to that area. Similar measures may<br />
be required on certain private holdings along the<br />
ROW. These would be identified during negotiations<br />
between the individual landowners and the<br />
Applicant.<br />
7. o SAFETY IMPACT MITIGATION<br />
7.1 General<br />
The heading Safety Impacts encompasses several broad areas<br />
of potential impacts. The first consideration under this heading<br />
is the prevention of construction-related accidents. A second<br />
consideration is the public safety as it relates to such occurrences<br />
as derailments, fuel spills, other toxic material spills,<br />
and other catastrophic events. A third general category includes<br />
the prevention and suppression of railroad-caused wildfiere. Concerns<br />
regarding the potential- for and response to train/vehicle<br />
and train/pedestrian crossing. accidents are also topics considered<br />
here.<br />

7.2 Construction Safety<br />
Xdherence to normal construction safety practices will minimize<br />
the potential for construction-related accidents. All<br />
contractors should hold safety meetings for their workers and<br />
assure that each person is cognizant of the safety measures and<br />
procedures expected in each work situation. Other actions which<br />
will enhance the overall safety situation include:<br />

transportation 'to the job site, as discussed underthat<br />
