to assure that fugitive dust emissions will be<br />
minimized.<br />
(3) The Applicant should recommend to the individual<br />
contractors that they provide group transportation<br />
(as discussed under transportation impacts) to<br />
minimize vehicular traffic on unpaved roads in the<br />
area.<br />
(4) When vegetation is removed from the ROW during the<br />
early stages of construction, the cleared areas<br />
should be kept to the absolute minimum necessary.<br />
This will aide in the mitigation of the problems<br />
caused by wind erosion and vehicle borne 'fugitive<br />
dust.<br />
(5) In areas where devegetation has taken place, revegetation<br />
efforts should commence at the earliest<br />
possible opportunity, In those areas where immediate<br />
revegetation is not possible, alternative<br />
stabilization measures should be implemented.<br />
These measures could include matting, mulching,<br />
and even mu1ching"with seed and fertilizer, (More<br />
details on revegetation are presented section 10.3<br />
of this Master Mitigation Plan.)<br />
(6) Dust suppression at all work areas within the ROW<br />
and at work camps, staging areas, etc, , should be<br />
accomplished with the regular and frequent use of<br />
water trucks. Arrangements for the acquisition of<br />
water ' ShQuld be made with eit-her local landowners,<br />
agencies or associations. It is anticipated that<br />
such activities would occur two or more times<br />
daily during the driest periods,<br />
(7) Any open burning required for the purpose of slash<br />
disposal or for any other reason during construction<br />
or operation of the rail line should be<br />
conducted in strict accordance with locai' regulations,<br />
All necessary permits should be obtained<br />
and all necessary safety precautions observed,<br />
