a Designations correspond to the World Bank analytical classification for each terrorist group’s base country of operation in the<br />

year in which the use of terror ended. Current World Bank classifications have been employed for terrorist groups deemed active at<br />

the end of 2006. In 2006, the World Bank used the following thresholds for classifying national economies (in 2005 gross national<br />

income [GNI] per capita, calculated using the World Bank Atlas Method): L = low income ($875 or less); LM = lower middle income<br />

($876–$3,465); UM = upper middle income ($3,466–$10,725); and H = high income ($10,726 or more).<br />

b Designations correspond to the Freedom House classification of each terrorist group’s base country of operation in the year in<br />

which the use of terror ended. Current Freedom House classifications have been employed for terrorist groups deemed active at<br />

the end of 2006. The status designations of F (free), PF (partly free), and NF (not free) are determined by the combination of the<br />

political-rights and civil-liberties ratings for each country or territory. These categories contain numerical ratings between 1 and 7<br />

for each country or territory, with 1 representing the freest and 7 the least free. The aggregate score of 2 to 14 indicates the general<br />

state of freedom in each country or territory.<br />
