8 <strong>How</strong> <strong>Terrorist</strong> <strong>Groups</strong> <strong>End</strong>: Lessons for Countering al Qa’ida<br />

geographical area since September 11, 2001, than it had during its previous<br />

history. These attacks spanned a geographic area across Europe,<br />

Asia, the Middle East, and Africa. The chapter then argues that the<br />

United States should fundamentally rethink its strategy toward al<br />

Qa’ida. Current efforts have not been successful, mostly because they<br />

have relied too much on military force. Chapter Seven argues that the<br />

United States should make police and intelligence efforts the backbone<br />

of U.S. counterterrorism policy and move away from its mantra<br />

of fighting a war on terrorism. This requires a paradigmatic shift.
