been the primary reason for the end of terrorist groups (7 percent), and<br />

few groups since 1968 have achieved victory (10 percent). 33 Figure 2.1<br />

illustrates the results. A large number of groups also end by splintering,<br />

but their members continue to pursue terrorism by joining an existing<br />

group or creating a new one. Since terrorism continues, we focus only<br />

on those cases in which a terrorist group ends and most of its members<br />

were still active (244 groups) and (2) those that ended because of splintering, since the members<br />

still used terrorism (136 groups). Out of the 268 remaining groups, 20 ended by military<br />

force (7 percent), 27 by victory (10 percent), 107 by policing (40 percent), and 114 by politics<br />

(43 percent).
