We have excluded from this list terrorist incidents in Afghanistan and<br />

Iraq, as well as incidents perpetrated by individuals or groups inspired<br />

but not directly affiliated with al Qa’ida. In some cases, the affiliation<br />

cannot be said to be definitive but rather is probable.<br />
