Service Delivery<br />

Institutional arrangements are being reviewed throughout the State and initiatives such as<br />

the National Competition Policy and Self Regulation are currently being reviewed. The<br />

National Competition Policy’s impact on <strong>Mid</strong>-<strong>Western</strong> <strong>Regional</strong> <strong>Council</strong>’s future service<br />

delivery is minimal. Classed as a Category 2 business, the operation of the water supply<br />

and sewerage section is not seen as distortionary on competition at a state or national<br />

level. The separation of <strong>Council</strong>’s sewerage business from other activities is at the<br />

discretion of <strong>Council</strong>. The requirement of full cost attribution for sewerage service is<br />

already in place.<br />

The General Manager delegates authority to the Group Manager – Assets who in turn<br />

delegates the responsibility to Water Cycle and Waste Engineer to manage all the water<br />

supply and sewerage assets.<br />

The operation, maintenance and construction of assets are contracted to <strong>Mid</strong>-<strong>Western</strong><br />

Operations, an internal service provider. <strong>Mid</strong>-<strong>Western</strong> Operations has 23 staff, who<br />

operate and maintain the water supply and sewerage schemes.<br />
