Department of Energy, Utilities and Sustainability Best Practice Guidelines
The Department of Water and Energy (DWE) has prepared Guidelines for Best-Practice of
Water Supply and Sewerage pursuant to section 409(6) of the Local Government Act
1993. A summary of Mid-Western Regional Council’s compliance status of the criteria is
as follows:

This document represents the Strategic Business Plan and
Financial Plan.
Council has ad-valorem sewerage rates as well as minimum
rates. Best Practice Pricing issues including two-part sewerage
tariffs and liquid trade waste fees and charges for nonresidential
customers as in the DWE Sewerage and Trade
Waste Pricing Checklist will be addressed by June 2009.
Liquid trade waste approvals will be issued to each liquid trade
waste discharger connected to the sewerage system and the
issues in the DWE Trade Waste Check List addressed by
December 2008.
Development Servicing Plan with commercial developer
charges will be reviewed and adopted in July 2008.
Performance Reporting Forms are completed annually and
issues in the DWE Performance Reporting Check List have
been addressed.
A 30-year Capital Works Plan, listing the proposed projects for
each of backlog, growth and renewals will be in place by June
2009; the Operations Plan and Maintenance Plan will be
reviewed and updated by June 2009.
The Protection of the Environment Operation Act, 1997 has
been complied with and all issues in the Environmental
Management Checklist addressed in December 2006.
Substantial commencement of sound IWCM by March 2008.
Integrated Water Cycle Management will be fully implemented
and all of the issues in the IWCM Check List addressed by
December 2008.
