Human Resources<br />
This section details <strong>Council</strong>’s objectives relating to<br />
the development of human resources required for<br />
operating the sewerage service<br />
The Human Resources Plan is to ensure that <strong>Council</strong> has the appropriate staff numbers<br />
with the necessary skills to meet current and future requirements. If these are in order,<br />
<strong>Council</strong>’s Levels of Service can be met.<br />
The General Manager delegates authority to the Group Manager – Assets who in turn<br />
delegates responsibility to the Manager Water Cycle and Waste to manage all the water<br />
supply assets.<br />
The operation, maintenance and construction of assets are contracted to <strong>Mid</strong>-<strong>Western</strong><br />
Operations, an internal service provider. <strong>Mid</strong>-<strong>Western</strong> Operations has 23 staff, who<br />
operate and maintain the water supply and sewerage schemes. The organisational<br />
structure is shown next page.<br />
Important human resources issues being considered by the <strong>Council</strong> are as follows:<br />
• There is the need to ensure operators are familiar with all current practices<br />
including OH&S requirements; and<br />
• Need to ensure an up to date training program is in place for all staff (in<br />
particular training the treatment plant operators and tertiary training for<br />
engineering staff).<br />
• Succession planning for senior technical staff<br />
