Taking into account the complexity of these problems, it is pertinent to confine the analysis to general aspects, retracing the behaviour of the EU as well as the US behaviour, looking at the factors which led to the current tensions in Ukraine’s relations with its Western partners. In assessing the latest events in Ukraine, Western analysts and media has focused on several main issues: (1) the reasons behind Kiev’s refusal to sign the Association Agreement in Vilnius; (2) aggravation of anti-governmental sentiments and emergence of the permanent opposition camp in the centre of Kiev; (3) methods which should be used to put pressure on the Ukrainian authorities; (4) rethinking of the EU policy within the framework of the “Eastern Partnership” program. Taking into account the complexity of these problems, it is pertinent to confine the analysis to general aspects, retracing the behaviour of the EU as well as the US behaviour, looking at the factors which led to the current tensions in Ukraine’s relations with its Western partners. Initially, the European Commission and the majority of European politicians considered the EU policy toward Ukraine as not requiring the provision of hands-on assistance but allowing it to take a tight control over Kiev’s “progress” toward European integration. THE POSITION OF THE EU GOVERNING BODIES IN RELATION TO UKRAINE HAS NEVER BEEN UNAMBIGUOUSLY FAVOURABLE, NOR BUILT UP ON RECOGNITION OF UKRAINE AS AN EQUAL PARTNER. The European Neighbourhood Policy offered to the countries of Eastern Europe did not envisage any financial support to compensate for costs of adapting to the European market, or anything comparable to the financial support given to Mediterranean counties, which are the source of mass illegal and uncontrolled immigration to the EU. It was envisioned that integration to the European market would be a sufficient incentive for local politicians and business groups. Brussels considered that the Association prospects would help to overcome internal obstacles on the way to gradual rapprochement of the Eastern European countries with the EU in the form of a distinct political and economic protectorate. The position of the EU governing bodies in relation to Ukraine has never been unambiguously favourable, nor built up on recognition of Ukraine as an equal partner.
