BORDER SURVEILLANCE DEVELOPMENT PROGRAMME<br />
In the Border Surveillance Development Programme, projects and activities in 2013 will focus<br />
on the development and implementation of efficient and effective border surveillance. To this<br />
end border guard services of the Member States will share relevant operational information<br />
both at a national and international level, with other border guard/state services and with<br />
relevant European Agencies.<br />
Several existing gaps in surveillance will be looked into and ongoing developments of aerial and<br />
ground system solutions for border surveillance will be followed.<br />
Total budget for Border Surveillance Development Programme: EUR 580.000<br />
At the same time, ways to improve the information position of border guard services of the<br />
Member States (either directly or as an additional service of <strong>Frontex</strong> via EUROSUR) will be<br />
studied. The following projects are planned to run under this Programme in 2013:<br />
All Eyes: Aerial, Ground and Sea Surveillance – sensors and platforms and advanced system<br />
solutions<br />
This project is a follow-up to the Remote Sensing and Detection technology project (2011) and<br />
the All Eyes 2012 project and will cover current developments of sensors and platforms,<br />
broadband communication and data fusion systems, as well as integrated system solutions for<br />
border surveillance. One of the objectives is to connect these activities so that they can be of<br />
use in <strong>Frontex</strong> Joint Operations (sea and land).<br />
The development and further operational assessment of integrated system solutions for land<br />
borders (including mobile surveillance, control and communication systems) is another area<br />
covered by this project. Development of guidelines based on best practices in the land border<br />
domain will also be in focus.<br />
Land border surveillance presents a variety of challenges, mainly driven by the different<br />
topographical / climate conditions. Moreover, the objects of interest – vehicles and humans –<br />
are small and difficult to detect, especially in forested areas. In order to get a better picture<br />
of the existing technology solutions for under foliage detection, and the potential impact they<br />
may have on the border surveillance, a study will be implemented in 2013.<br />
Practical field tests and assessments of the most recent and effective technologies for land<br />
border surveillance will be followed.<br />
The project will also elaborate CONOPS for detecting & tracking of small boats, in relation with<br />
the EU FP7 initiatives, aiming to optimise synergies with activities that are supported by other<br />
EU funding.<br />

The activities foreseen under this project for 2013 aim at coordinating and enhancing the<br />
direct involvement of the Border Guard community in planning research activities and shaping<br />
