Recurrent nature:<br />

Administering the payment of salaries and allowances, the management of<br />

annual/sick/special leave and flexi-time system, overtime and other working time<br />

arrangements, all issues related to pensions whether it is payment of contributions or<br />

transferrable rights;<br />

Developing and monitoring working arrangements which cater to the needs of <strong>Frontex</strong><br />

within the rules and regulations;<br />

Cooperation with the Payroll Master’s Office of the EU Commission.<br />

New Initiatives for 2013:<br />

A need has been identified to develop existing HR database with new functionalities to<br />

facilitate and to improve HR work. In addition, a need has been identified to introduce<br />

different work arrangements at <strong>Frontex</strong> to cater to the changing operational needs of the<br />

Agency. A policy on harassment will also be implemented.<br />

To carry out an analysis of the HR database to improve the reporting mechanisms,<br />

simplifying the provision of data to projects such as the KPI Performance Management<br />

Project;<br />

To implement and monitor the policy on ‘Prevention of sexual and psychological<br />

harassment’;<br />

To introduce the standardized and legally based policy related to different working<br />

arrangements in the Agency.<br />

Conducting a yearly analysis of training needs and offering of a variety of development<br />

opportunities, enabling staff to maintain and expand the skills, competences and<br />

experience necessary to effectively contribute to the attainment of individual, divisional<br />

and organizational goals and expectations of <strong>Frontex</strong>;<br />

E-appraisal system facilitating (yearly review undertaken between managers and staff);<br />

Cooperates with other Agencies such as the European Union Agency for Fundamental<br />

Rights (FRA) when developing training packages for <strong>Frontex</strong> staff;<br />
