Executive Summary<br />

The Programme of Work 1 is <strong>Frontex</strong>’ operative plan against which the reporting for<br />

governance purposes (assessing and evaluating operational activities initiated and<br />

implemented during the relevant) will be done. It proposes and outlines <strong>Frontex</strong>’ areas of<br />

possible activities for the year in question.<br />

Compared to previous years the following issues will drive changes to the structure and<br />

allocation of resources reflected in the annual programme of work:<br />

the further development and implementation of the EUROSUR system,<br />

the operational support to Greece aimed at building sustainable capacity for border<br />

management, giving added value at the EU level,<br />

further and refined implementation measures related to the amended <strong>Frontex</strong><br />

Regulation (‘move from SHALL to MAY’)<br />

the utilization of new structures (EBGT) and types of officers (seconded guest officer<br />

and <strong>Frontex</strong>’ coordination officer - FCO) including training;<br />

Considering the high number of new tasks and responsibilities to be taken care of by <strong>Frontex</strong>,<br />

the increase in financial contributions is relatively low. Financing these tasks will also be<br />

achieved by slowing down implementation measures related to non-mandatory tasks and<br />

responsibilities.<br />
