POOLED RESOURCES<br />

The mission of Pooled Resources is to develop sufficient availability and deployability of<br />

operational resources, contributing to strengthening the response capacity of <strong>Frontex</strong> and the<br />

Member States. <strong>Frontex</strong> develops the availability and deployability of sufficient operational<br />

resources in order to perform its statutory obligations. The Agency manages and develops pools<br />

of border guards and technical equipment of the Member States, Schengen Associated<br />

Countries and <strong>Frontex</strong> in view of their use during joint operations, technical and operational<br />

assistance, and rapid operational assistance. Taking into consideration the Supporting<br />

Response Key Objectives set in <strong>Frontex</strong>’ Strategy and Multi Annual Plan 2013-2016, the projects<br />

are aimed at further development of the EBGT and TEP mechanisms as tools for the<br />

deployment of Guest Officers and technical equipment.<br />

The main goal of Pooled Resources activities for 2013 is to establish and further develop<br />

<strong>Frontex</strong>’ own operational capacity by developing the pools, building on the SGO mechanism and<br />

acquiring or leasing technical equipment for external border purposes.<br />

The main objectives of Pooled Resources for 2013 are as follows:<br />

Further development of EBGT (including SGO mechanism) and TEP pools;<br />

Further development of <strong>Frontex</strong>’ operational capacity by procuring services or acquiring<br />

means for border surveillance;<br />

Putting into operation the second version of OPERA system and thus ensuring the on-line<br />

annual planning of operational resources;<br />

Enhancing the mechanism for the management of the EBGT with focus on GOs performance<br />

feedback in order to ensure the better quality of pool members;<br />

Maintaining the preparedness for deployment of the operational resources from the pools<br />

by testing the REX mechanism.<br />

Total allocated budget: EUR 1,000,000<br />

Development of the EBGT Pool<br />

The project aims at enhancing the operational response capacity of <strong>Frontex</strong> by establishing and<br />

managing a high quality human resources pool, in line with the strategic goals of the Agency.<br />

The objectives of the project are as follows:<br />

To manage and administrate the EBGT Pool through regular meetings with the pool<br />

members during the training activities organised by <strong>Frontex</strong>, by taking part in the national<br />

selection procedures and by the exchange of information with internal and external<br />

stakeholders;<br />

To make use of the OPERA application with regard to the nomination and deployment<br />

process;<br />

To provide efficient support to the MS/SAC in all matters related to the EBGT Pool in order<br />

to ensure its proper functioning;<br />
