In addition, the requirements for implementing an application for an integrated approach to<br />
the financial lifecycle of projects/activities with the Member States will be analyzed for<br />

Outputs expected:<br />

Creation of a manual covering all main processes undertaken in the Finance &<br />
Procurement Unit;<br />
Where relevant changes to the current practices are proposed; decisions on the<br />
introduction of such changes will be undertaken in discussion with the relevant<br />
authorizing officer; and,<br />
Introduction of an integrated electronic system to streamline the processes.<br />
Products and services - Procurement<br />
Procurement has, as a main objective, to ensure that procurement procedures and contracts<br />
are coherent, legal and in line with regulations in force and the <strong>Frontex</strong> Financial Regulation<br />
and associated Implementing Rules.<br />

Provides the means and advice for efficient and effective contract management to be<br />
carried out by the responsible business unit/sector according to the relevant rules in<br />
place;<br />
Produces a procurement plan in cooperation with <strong>Frontex</strong>’ business units.<br />
Provides training and guidance to <strong>Frontex</strong> staff responsible for drawing up terms of<br />
reference/technical specifications for goods/services.<br />
Advises and assists staff when, due to unforeseen circumstances, regular procurement<br />
procedures cannot be followed; and,<br />
Provides necessary reports, statements and statistics;<br />
Undertakes public procurement work related to tenders.<br />
New Initiatives for 2013:<br />
Mapping of business processes was carried out in 2012. A project to convert the processes into<br />
an electronic system started in 2012 and will continue in 2013.<br />
Outputs expected:<br />

Introduction of an electronic system and automation for streamlining work processes.<br />
