The Common Core Curriculum for EU Border Guard Basic Training (CCC) is a curriculum<br />
offering measurable, common standards for national BG training institutions, teachers and<br />
students in all EU Member States. It consists of a general part and modules for sea, air and land<br />
borders. It is the first common curriculum including common skills and competencies (as<br />
common standards) for the basic training of law enforcement officers in the EU.<br />
CCC has been updated by the joint efforts of Member States under <strong>Frontex</strong>’ lead.<br />
In 2013 the CCC work includes:<br />

Continued support and assistance to MS/SAC for the implementation of the updated CCC;<br />
CCC implementation in <strong>Frontex</strong> Partner Countries - second phase;<br />
Implementation of common training materials including an e-learning component;<br />
Teachers’ mobility/exchange programme enhancing the role of the <strong>Frontex</strong> Partnership<br />
Academies;<br />
Erasmus-like student exchange programme:<br />
Implementation (and further enhancements) of the Schengen Border Code eLearning tools<br />
at various levels.<br />

Common Standards for Mid-level and High-level BG Education<br />
Work on common standards for Mid-level and High-level BG Education is aimed at further<br />
developing and harmonising the educational standards and learning requirements for mid-level<br />
and high-level border guard education, on the basis of the Sectoral Qualifications Framework<br />
for Border Guarding according to Bologna/Copenhagen principles and the European<br />
Qualifications Framework (EQF) as the common reference for linking with national<br />
qualifications systems. It includes:<br />
Common Core Learning Standards (CCLS) for EU Mid-level Border Guards aiming to<br />
harmonise the learning requirements for mid-level BG officers according to<br />
Bologna/Copenhagen principles. The programme design started by reviewing the former CMC<br />
outcome (Common Core Curriculum for Mid-level Management) in order to align it with the<br />
Sectoral Qualifications Framework (SQF) for Border Guarding (EQF level 6). The final product is<br />
aimed at being a modular programme structure comprising a core set of learning standards for<br />
mid-level BG education that will serve as a curriculum guideline and/or as a degree structure<br />
for a EQF / SQF level 6 programme. The CCLS for EU Mid-level Border Guards could be used as<br />
a guideline for a bachelor programme and/or as a set of modules that could be integrated into<br />
existing national programmes in a flexible manner, and/or offered complementarily at the EU<br />
level as a common European module designed as a student/teachers exchange concept.<br />
