TRAINING<br />

<strong>Frontex</strong> Training Unit (TRU) contributes to the development of an efficient, high and uniform<br />

level of border control in the Member States and promotes interoperability, harmonization and<br />

a common European border guard culture with high ethical standards by developing and<br />

implementing common educational and training standards in line with the principles defined in<br />

the Bologna and Copenhagen processes and by carrying out training activities in border<br />

guarding. TRU supports competent national authorities in third countries in training matters<br />

within the framework of agreed working arrangements. The mission is accomplished by utilizing<br />

cooperative networks.<br />

The objectives for 2013 are:<br />

To align <strong>Frontex</strong> training products with the SQF for Border Guarding, priority is given to<br />

new developments, direct training and training tools.<br />

To develop and implement common core curricula focusing on harmonizing learning<br />

standards for mid-level and high-level border guard education and development of<br />

common modular study programmes as a basis for exchange of border guard students in<br />

both academic and vocational educational frameworks;<br />

To provide training to the members of the EBGT pool,<br />

To promote the development and the implementation of the European Training Scheme<br />

in conjunction with other Law Enforcement agencies (EASO, CEPOL etc.);<br />

To promote further development in all border guarding fields with increasing emphasis<br />

on common standards and use of modern educational methods such as e-learning.<br />

Total allocated budget: EUR 4,500.000<br />

<strong>Frontex</strong> courses and training activities are implemented on the basis of the course<br />

programmes and curricula designed through the joint efforts of <strong>Frontex</strong> and experts from<br />

Member States/Schengen Associated Countries (MS/SAC).<br />

Multiplier training, where <strong>Frontex</strong> trains multipliers who then carry out national training<br />

activities in their respective home countries, is often used as the most efficient way to cascade<br />

knowledge and skills to all MS/SAC. Standardized results in all MS/SAC are ensured through the<br />

use of <strong>Frontex</strong> training tools (CD, DVD multimedia tools) and through guidelines given to<br />

multiplier trainers. By taking an approach which includes translating the training products and<br />

qualifying the national multipliers, all Border Guard officers can be trained to the same<br />

training standards in their respective mother tongue.<br />
