to develop and test tools and methods for providing the European Situational Picture<br />

(ESP) as well as the Common Pre-frontier Intelligence Picture (CPIP).<br />

To develop and implement common core curricula focusing on harmonizing learning standards<br />

for mid-level and high-level border guard education;<br />

To develop common modular study programmes as a basis for the exchange of border guard<br />

students in both academic and vocational educational frameworks;<br />

To promote the development and implementation of the European Training Scheme in<br />

cooperation with CEPOL;<br />

To share relevant operational information with other border guard/state services and with<br />

relevant European Agencies, both at the national and international level, to increase the<br />

effectiveness and efficiency of border checks at the external border to a comparable level<br />

(Eurosur);<br />

To provide support to MSs in building the EBGT pool(s) and in training the members of the<br />

EBGT pool;<br />

To further develop the EBGT pool (including reviewing, updating and complementing the<br />

information contained) as the sole source for the deployment of border guards to <strong>Frontex</strong><br />

coordinated activities;<br />

To analyze the operational needs, as well as the content and availability of the equipment<br />

forming part of the TEP;<br />

To acquire a limited number of technical means for <strong>Frontex</strong><br />

The planning for 2013, as expressed in chapter 2.3. was developed around the<br />

implementation measures needed to mitigate the aforementioned risks.<br />

Budgetary restrictions regarding financial and human resources could lead to a<br />

reprioritization for which the parameter as explained in chapter 2.1.2. will be applied.<br />

Consequently, chapter 2.3. already contains a proposed prioritization (shading) of different<br />

groups of initiatives and activities.<br />

With regard to the related operational activities the number of technical equipment and<br />

human resources to be deployed during those activities is to be included in the portfolio of<br />

the Operations Division. During 2012, in preparing the Programme of Work 2013, and until the<br />

Management Board has decided upon the concept and methodology to establish the minimum<br />

numbers of technical equipment, the Annual Bilateral Talks will be used to establish the<br />

hosting MSs contributions and to identify the gaps (required contributions from participating<br />

MS and SACs) for an effective operation (arg: minimum number of technical equipment).<br />
