developed for dog training will be implemented in 2013.<br />

Training for Schengen Evaluators (Scheval Training).<br />

The Basic Course for Schengen Evaluators is a one-week training programme for nominated<br />

experts from MS/SAC focusing on how to carry out the Evaluation Mission. The training provides<br />

additional competence to the experts leading the Schengen Evaluation.<br />

For 2013, it is planned to implement a mechanism to evaluate conformity with Fundamental<br />

Rights provisions with the support of FRA.<br />

Budget: EUR 180.000<br />

A Fundamental Rights Manual aims to provide trainers in the MS/SAC with an up-to-date<br />

training methodology specifically tailored to increase the knowledge and skills of border guard<br />

officers in the field of fundamental rights and international protection. The implementation of<br />

this is planned to take place in 2013.<br />

Budget: EUR 180.000<br />

“Common Standards for Escort Officers I Joint Return flights” provides standards for the<br />

training of MS/SAC escort leaders and escort officers, with the implementation of the<br />

developed curriculum and the qualification of multipliers to take place in 2013.<br />

Budget: EUR 200.000<br />

“English language Training for Practitioners/Language Instructors” is a tailored training<br />

aimed at enhancing language knowledge specific for a certain field of border guarding.<br />

“The Training for Practitioners/Language Instructors at airports: basic and advanced level”<br />

is designed as a multiplier training in order to reach a large number of border guards working<br />

at airports and to enhance their English knowledge as required for performing daily tasks at<br />

airports, and also for joint operations at airports coordinated by <strong>Frontex</strong>.<br />

For 2013 it is planned to further develop these tools in terms of functionality and scope. These<br />

products shall also be adapted to other areas of operation.<br />

Budget: EUR 230.000<br />

Furthermore, “Tactical, Operational and Strategic Risk Analysis training” is planned, focusing<br />

on enhancing the competences of first and second line officers in the operational area and<br />

enabling them to understand their role in the information chain. The training will also address<br />

the qualification of national experts on CIRAM. In 2013, CIRAM training will be developed in<br />

close cooperation with Risk Analysis. Scope and budget will be allocated accordingly as soon as<br />

parameters are defined.<br />
