THE FEDERAL SRTS LEGISLATION RESTRICTS VARIATION IN THE WAY<br />

states spend federal Safe Routes to School funds, due to a requirement that no<br />

more than 30% and no less than 10% of funds can be spent on educational activities.<br />

States exercise discretion within this 20% window. The 18 states who responded to<br />

a question on the ratio they’ve set <strong>for</strong> spending these funds run the entire allowable<br />

range. Nine states could not answer because they haven’t yet spent any Safe Routes<br />

to School funds. Fifteen states were unable to provide these data <strong>for</strong> unspecified<br />

reasons.<br />
