Outcomes<br />
In this model, several levels are identified th<strong>at</strong> represent sets <strong>of</strong> factors th<strong>at</strong> influence achievement <strong>of</strong><br />
successful workforce development outcomes:<br />

The micro-level begins with Individual Participants who are engaged in <strong>the</strong> workforce development<br />
program. Their characteristics, history, and experiences all influence how well <strong>the</strong>y may be able to<br />
complete <strong>the</strong> program and achieve job placements.<br />
The surrounding level is <strong>the</strong> workforce Program/Practice th<strong>at</strong> engages <strong>the</strong> individual participant and<br />
tries to develop <strong>the</strong>ir skills through training and supportive services.<br />
Encompassing both Individual Participants and Program/Practice is <strong>the</strong> Provider Organiz<strong>at</strong>ion, which<br />
houses <strong>the</strong> specific workforce program. Such organiz<strong>at</strong>ional factors as structure, mission, and funding<br />
can influence how <strong>the</strong> program, and ultim<strong>at</strong>ely <strong>the</strong> individual participants, is able to achieve desired<br />
outcomes.<br />
