Achievement <strong>of</strong> industry/occup<strong>at</strong>ional credentials<br />

Tracking industry and occup<strong>at</strong>ional credentials, as <strong>the</strong>y are obtained by participants, will help programs<br />

and funders understand <strong>the</strong> longitudinal development <strong>of</strong> <strong>the</strong>ir participants and gradu<strong>at</strong>es. Collecting d<strong>at</strong>a<br />

on industry and occup<strong>at</strong>ional credentials may be challenging since this would require follow-up with <strong>the</strong><br />

participants and likely require collabor<strong>at</strong>ion among many independent, and sometimes competing,<br />

certific<strong>at</strong>ion bodies. There can be many credentialing bodies within each industry, and <strong>the</strong>re is little<br />

incentive for <strong>the</strong>m to collabor<strong>at</strong>e to provide workforce development organiz<strong>at</strong>ions with this inform<strong>at</strong>ion.<br />

It is also unclear whe<strong>the</strong>r <strong>the</strong>se credentialing bodies track this d<strong>at</strong>a for <strong>the</strong>ir own purposes.<br />

Process measures<br />

Process measures, such as completion <strong>of</strong> administr<strong>at</strong>ive processes, referrals, case management, and<br />

training indic<strong>at</strong>ors, are all feasible to collect. These are efforts th<strong>at</strong> may be informally tracked by<br />

programs for program auditing or assessment purposes. However, many <strong>of</strong> <strong>the</strong>se indic<strong>at</strong>ors may not<br />

currently be systemically collected as part <strong>of</strong> a d<strong>at</strong>a system; efforts would be needed to enter this<br />

inform<strong>at</strong>ion into a d<strong>at</strong>a system.<br />

Employer engagement and employer outcomes<br />

Employer engagement and employer outcomes are feasible to track and, to varying degrees, are already<br />

being collected by some <strong>of</strong> <strong>the</strong> organiz<strong>at</strong>ions in <strong>the</strong> study. This measure would consider employers as<br />

customers and track relevant engagement and outcome measures to ensure program staff are actively<br />

engaging and sustaining <strong>the</strong> employer rel<strong>at</strong>ionship to meet <strong>the</strong>ir needs, and, in <strong>the</strong> process, place program<br />

participants in jobs. Programs th<strong>at</strong> do not track this inform<strong>at</strong>ion could begin collecting this inform<strong>at</strong>ion<br />

and model it after current efforts <strong>of</strong> o<strong>the</strong>r programs th<strong>at</strong> are engaged in extensive d<strong>at</strong>a collection efforts<br />

for employers.<br />

Community engagement and community impact<br />

Community engagement and community impact measures would help organiz<strong>at</strong>ions track which<br />

resources <strong>the</strong>y need and use regularly, wh<strong>at</strong> partners play an integral role in service delivery, and <strong>the</strong><br />

impact <strong>the</strong> organiz<strong>at</strong>ion makes on its local community. Measuring community engagement is somewh<strong>at</strong><br />

challenging unless programs are currently tracking <strong>the</strong>ir engagement efforts with community partners;<br />

many <strong>of</strong> <strong>the</strong>m are already doing this in an informal manner. Community impact, such as economic<br />

development within a community or an impact on a community’s popul<strong>at</strong>ion through personal and<br />

pr<strong>of</strong>essional development, is more difficult to assess since a variety <strong>of</strong> o<strong>the</strong>r measures on community<br />

factors would be needed th<strong>at</strong> are <strong>of</strong>ten beyond <strong>the</strong> scope <strong>of</strong> <strong>the</strong> workforce programs.<br />
