models in order to best serve <strong>the</strong>ir participants’ needs including—but not limited to—sector-based<br />

training, occup<strong>at</strong>ion-specific workshops or career training, transitional jobs, GED prepar<strong>at</strong>ion, literacy<br />

programs, and bridge programs. Complementing, or <strong>at</strong> times incorpor<strong>at</strong>ed into, <strong>the</strong> workforce<br />

development training are social enterprise efforts, CWF services, and flexible programs <strong>of</strong>fered via<br />

federal grants such as <strong>the</strong> Social Innov<strong>at</strong>ion Fund. 4,5 Interviewees acknowledged th<strong>at</strong> <strong>the</strong>se centers and<br />

programs provide innov<strong>at</strong>ive ways to serve <strong>the</strong>ir participants, and are a way to access more jobs and learn<br />

best practices from o<strong>the</strong>r models while establishing more <strong>of</strong> a presence in <strong>the</strong> community. A<br />

represent<strong>at</strong>ive <strong>of</strong> an organiz<strong>at</strong>ion looking to cre<strong>at</strong>e a transitional jobs program said:<br />

Participants th<strong>at</strong> take a long time, or th<strong>at</strong> have a pretty significant barrier to employment, so <strong>the</strong>y have<br />

a violent felony conviction, or something like th<strong>at</strong> in <strong>the</strong>ir background, <strong>the</strong>y really need to have some<br />

recent work experience and have somebody th<strong>at</strong>’s showing th<strong>at</strong> <strong>the</strong>y’re trustworthy in order for <strong>the</strong>m<br />

to get a future opportunity…this is gonna be a big key <strong>of</strong> having <strong>the</strong> transitional job.<br />

The use <strong>of</strong> multiple or blended models can help organiz<strong>at</strong>ions accomplish <strong>the</strong>ir missions, which revolve<br />

around transforming <strong>the</strong> individual as well as <strong>the</strong> community. Fulfilling <strong>the</strong>se missions may require<br />

models th<strong>at</strong> are as comprehensive and vers<strong>at</strong>ile as <strong>the</strong> missions <strong>the</strong>mselves. In order to change <strong>the</strong><br />

behavior <strong>of</strong> <strong>the</strong> individuals, many models <strong>of</strong> service delivery are needed. One organiz<strong>at</strong>ion uses a<br />

combin<strong>at</strong>ion <strong>of</strong> a sector-str<strong>at</strong>egy model and <strong>the</strong> CWF model <strong>of</strong> bundled services for all <strong>of</strong> <strong>the</strong>ir programs,<br />

in which all participants spend a portion <strong>of</strong> <strong>the</strong>ir training time going through <strong>the</strong> financial workshops <strong>of</strong><br />

<strong>the</strong> CWF. The organiz<strong>at</strong>ion credits this blend <strong>of</strong> models with <strong>the</strong>ir success and <strong>the</strong>ir ability to adhere to<br />

<strong>the</strong>ir mission to transition individuals and families out <strong>of</strong> poverty.<br />

There is a two-way causal connection between how your personal and financial life is going and how<br />

you perform <strong>at</strong> work. So again, for us, I guess <strong>the</strong> takeaway is where <strong>the</strong> two models come toge<strong>the</strong>r is<br />

really where we have <strong>the</strong> gre<strong>at</strong>est impact.<br />

Ano<strong>the</strong>r organiz<strong>at</strong>ion acknowledged th<strong>at</strong> being part <strong>of</strong> CWF allows <strong>the</strong>m to provide a bundle <strong>of</strong> services<br />

<strong>the</strong>y could not o<strong>the</strong>rwise provide. In <strong>the</strong>ir str<strong>at</strong>egic planning, <strong>the</strong>y now aim to measure <strong>the</strong> number <strong>of</strong><br />

services accessed, in addition to <strong>the</strong> number <strong>of</strong> people served. In essence, <strong>the</strong> presence <strong>of</strong> <strong>the</strong> CWF allows<br />

<strong>the</strong>m to deepen <strong>the</strong>ir engagement with <strong>the</strong> clients <strong>the</strong>y serve.<br />
