The qualit<strong>at</strong>ive design <strong>of</strong> this project used a case study approach based on semi-open-ended, in-depth<br />

interviews with organiz<strong>at</strong>ion staff. Interviews were based on <strong>the</strong> workforce development liter<strong>at</strong>ure about<br />

influences on service delivery, promising practices, and measurement and outcomes. Fifteen interviews<br />

were conducted with 16 workforce program staff. One interview was conducted with two interviewees;<br />

<strong>the</strong> rest took place with researchers and a single interviewee. Interviewees included executive directors,<br />

vice presidents, program directors, and o<strong>the</strong>r directors within <strong>the</strong> organiz<strong>at</strong>ions. Organiz<strong>at</strong>ions<br />

particip<strong>at</strong>ed in two to three interviews th<strong>at</strong> lasted between one and two hours each. At <strong>the</strong> end <strong>of</strong> <strong>the</strong><br />

interviews, interviewers requested documents th<strong>at</strong> were referenced during <strong>the</strong> interview rel<strong>at</strong>ed to<br />

program description, process measurement, and evalu<strong>at</strong>ion.<br />

Follow-up communic<strong>at</strong>ion with each organiz<strong>at</strong>ion occurred <strong>at</strong> least four points in time. The first took<br />

place within a few days <strong>of</strong> <strong>the</strong> interview to request <strong>the</strong> additional documents mentioned during <strong>the</strong><br />

interview, but not provided <strong>at</strong> <strong>the</strong> time <strong>of</strong> <strong>the</strong> interview. A follow-up email and <strong>the</strong>n a phone call took<br />

place several months following to pose any additional questions and request additional document<strong>at</strong>ion<br />

about program description, process measurement, and evalu<strong>at</strong>ion. The final contact occurred two months<br />

l<strong>at</strong>er, as programs were asked to edit and approve a short program description to be included in <strong>the</strong><br />

appendix <strong>of</strong> this report.<br />

All interviews were digitally recorded and transcribed verb<strong>at</strong>im. Supporting document<strong>at</strong>ion <strong>of</strong> program<br />

description, process measurement, and evalu<strong>at</strong>ion were also coded. ATLAS.ti 6 was used to conduct<br />

qualit<strong>at</strong>ive coding, which was based on a set <strong>of</strong> broad, not mutually exclusive, coding c<strong>at</strong>egories designed<br />

to correspond to <strong>the</strong> topics and <strong>the</strong>mes <strong>of</strong> <strong>the</strong> interview protocol and <strong>the</strong> framework <strong>of</strong> <strong>the</strong> ecological<br />

model. Each transcript was coded twice, by two separ<strong>at</strong>e researchers, to improve inter-r<strong>at</strong>er reliability.<br />

The researchers <strong>the</strong>n met to resolve discrepancies.<br />

Analyses <strong>of</strong> <strong>the</strong> transcript coding was conducted to develop <strong>the</strong>mes and findings rel<strong>at</strong>ed to program<br />

<strong>of</strong>ferings, participants, practices and service delivery str<strong>at</strong>egies, and use <strong>of</strong> d<strong>at</strong>a and inform<strong>at</strong>ion.<br />

Qualit<strong>at</strong>ive d<strong>at</strong>a m<strong>at</strong>rices <strong>of</strong> code content and contextual narr<strong>at</strong>ive were cre<strong>at</strong>ed to valid<strong>at</strong>e <strong>the</strong> <strong>the</strong>mes<br />

across interviews and organiz<strong>at</strong>ions and fur<strong>the</strong>r develop <strong>the</strong> findings. No specific program or interviewee<br />

is identified in <strong>the</strong> report, and no program was overrepresented.<br />
