…a more holistic approach to working with individuals and families to give <strong>the</strong>m all <strong>of</strong> <strong>the</strong> skills <strong>the</strong>y<br />

need to transition out <strong>of</strong> poverty.<br />

Ano<strong>the</strong>r aspect <strong>of</strong> <strong>the</strong> hard skills training most programs incorpor<strong>at</strong>e is an effort to mimic workplace<br />

settings in <strong>the</strong>ir service delivery. Emphasizing <strong>the</strong> demanding n<strong>at</strong>ure <strong>of</strong> <strong>the</strong> program and <strong>the</strong>ir high<br />

expect<strong>at</strong>ions, programs implement rules and procedures to emul<strong>at</strong>e a work setting. Requirements to clock<br />

in and out, a dress code, maintaining an employee handbook, and assigning participants to serve as “shift<br />

managers” and work on teams were examples <strong>of</strong>ten discussed in interviews. One manufacturing-focused<br />

program in <strong>the</strong> study cre<strong>at</strong>ed a learning environment with <strong>the</strong> same type <strong>of</strong> machines and equipment<br />

found in <strong>the</strong> workplace to ensure <strong>the</strong>ir training participants learn on <strong>the</strong> same machinery <strong>the</strong>y will be<br />

using on <strong>the</strong> job. This <strong>at</strong>tempt to mimic <strong>the</strong> environment and activities th<strong>at</strong> occur in <strong>the</strong> workplace is<br />

ano<strong>the</strong>r tool programs use to help prepare participants to enter and succeed in <strong>the</strong>ir ultim<strong>at</strong>e permanent<br />

job placement.<br />

Take Families into Consider<strong>at</strong>ion<br />

Several programs noted <strong>the</strong> importance <strong>of</strong> <strong>the</strong> family unit in <strong>the</strong> popul<strong>at</strong>ions <strong>the</strong>y serve, acknowledging<br />

th<strong>at</strong> families must be taken into consider<strong>at</strong>ion <strong>at</strong> assessment and throughout <strong>the</strong> program in order for <strong>the</strong><br />

participant to complete <strong>the</strong> program and succeed in employment. A few organiz<strong>at</strong>ions engage family<br />

members in <strong>the</strong> assessment process in an <strong>at</strong>tempt to understand <strong>the</strong> whole picture.<br />

We go to <strong>the</strong>ir homes and have a meeting with <strong>the</strong> whole families…so we’re all <strong>the</strong>re. We have to<br />

cre<strong>at</strong>e a plan to bring <strong>the</strong> students to be ready to learn in class.<br />

One organiz<strong>at</strong>ion brings <strong>the</strong> entire family in during <strong>the</strong> admissions process to make sure <strong>the</strong>y are all aware<br />

<strong>of</strong> <strong>the</strong> commitment <strong>the</strong> individual is undertaking to enroll in <strong>the</strong> program. Families are also taken into<br />

consider<strong>at</strong>ion while participants are enrolled in <strong>the</strong> workforce training programs, not only in <strong>the</strong>ir support<br />

roles, but in <strong>of</strong>fering programm<strong>at</strong>ic fe<strong>at</strong>ures th<strong>at</strong> engage <strong>the</strong> family as well. One organiz<strong>at</strong>ion in <strong>the</strong> study<br />

<strong>of</strong>fers a range <strong>of</strong> programs for youth, and allows <strong>the</strong> children <strong>of</strong> parents who particip<strong>at</strong>e in evening classes<br />

to come to <strong>the</strong> center while <strong>the</strong>ir parents are in class. Additionally, organiz<strong>at</strong>ions th<strong>at</strong> oper<strong>at</strong>e a CWF site<br />

have a strong family focus embedded in <strong>the</strong>ir organiz<strong>at</strong>ion through th<strong>at</strong> program. The CWF focus is on<br />

improving <strong>the</strong> financial st<strong>at</strong>us <strong>of</strong> low-income families, and <strong>the</strong> family services provided through <strong>the</strong>m are<br />

<strong>of</strong>ten available to all participants in an organiz<strong>at</strong>ion’s programs. At <strong>the</strong> same time, one <strong>of</strong> <strong>the</strong><br />

organiz<strong>at</strong>ions in this study, not affili<strong>at</strong>ed with a CWF, maintains a focus on families throughout all stages<br />

<strong>of</strong> <strong>the</strong> program. This organiz<strong>at</strong>ion cites a participant’s ability to be economically stable for <strong>the</strong>ir family as<br />

a successful outcome.<br />

One program is witnessing an increase in <strong>the</strong>ir L<strong>at</strong>ino popul<strong>at</strong>ion and, noting <strong>the</strong> importance <strong>of</strong> <strong>the</strong> family<br />

unit in <strong>the</strong> L<strong>at</strong>ino community, admitted <strong>the</strong>y do not currently have a strong family component in <strong>the</strong>ir<br />

<strong>Chapin</strong> <strong>Hall</strong> <strong>at</strong> <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>Chicago</strong> 37
