Organiz<strong>at</strong>ions <strong>of</strong>ten use a wide range <strong>of</strong> client-level and organiz<strong>at</strong>ional d<strong>at</strong>a to assess process measures<br />

and monitor how well <strong>the</strong>y are doing <strong>at</strong> providing <strong>the</strong>se comprehensive services and achieving <strong>the</strong>ir<br />

desired outcomes. Specifically, programs frequently measure <strong>the</strong> number <strong>of</strong> clients served, number who<br />

drop out, number who complete <strong>the</strong> program, and measure internal oper<strong>at</strong>ions, such as caseload size,<br />

referrals, and costs per participant. Additionally, organiz<strong>at</strong>ions may track housing changes along with<br />

wh<strong>at</strong> services clients use to help overcome <strong>the</strong>ir barriers, including whe<strong>the</strong>r clients use “bundles” <strong>of</strong><br />

multiple services. One organiz<strong>at</strong>ion cre<strong>at</strong>ed a r<strong>at</strong>ing system used to do assessments with participants <strong>at</strong><br />

different points throughout <strong>the</strong> program, so th<strong>at</strong> when barriers or needs arise, program staff can take steps<br />

to address and allevi<strong>at</strong>e <strong>the</strong>m before <strong>the</strong>y grow too unwieldy. They tell <strong>the</strong>ir participants, “we’ll take care<br />

<strong>of</strong> <strong>the</strong> barriers,” so th<strong>at</strong> barriers cannot be used as an excuse. This inform<strong>at</strong>ion helps providers know wh<strong>at</strong><br />

services should be <strong>of</strong>fered and assess <strong>the</strong> uptake <strong>of</strong> <strong>the</strong>se services to ensure <strong>the</strong>se supports are available<br />

for program participants. Taken toge<strong>the</strong>r, <strong>the</strong>se measures serve as an indirect gauge <strong>of</strong> <strong>the</strong> efforts<br />

programs make to commit to improve <strong>the</strong> lives <strong>of</strong> individuals, families, and communities.<br />

Improve Financial Well-Being<br />

Financial literacy services—such as teaching budgeting, saving, and credit building—play a role in<br />

helping participants gain important life skills, find and retain employment, and ultim<strong>at</strong>ely transition out <strong>of</strong><br />

poverty. Almost all organiz<strong>at</strong>ions in this study stress this component <strong>of</strong> <strong>the</strong>ir programs and emphasize <strong>the</strong><br />

importance <strong>of</strong> <strong>the</strong>se skills in achieving long-term success. Four <strong>of</strong> <strong>the</strong> six organiz<strong>at</strong>ions particip<strong>at</strong>ing in<br />

<strong>the</strong> study are CWF sites, whose mission is to focus on changing financial behaviors. 6 Financial services,<br />

<strong>the</strong>refore, is a part <strong>of</strong> wh<strong>at</strong> several organiz<strong>at</strong>ions in <strong>the</strong> study <strong>of</strong>fer via <strong>the</strong>ir CWF sites. Yet, one<br />

organiz<strong>at</strong>ion in <strong>the</strong> study th<strong>at</strong> does not oper<strong>at</strong>e a CWF still incorpor<strong>at</strong>es financial services into its regular<br />

service delivery model. This organiz<strong>at</strong>ion has a financial literacy requirement, and once a participant and<br />

his or her family shows <strong>the</strong>y understand <strong>the</strong> basics <strong>of</strong> finance and investing, <strong>the</strong> organiz<strong>at</strong>ion gives <strong>the</strong>m<br />

$500. A few interviewees mentioned <strong>the</strong> existence <strong>of</strong> an emergency funds system within <strong>the</strong>ir<br />

organiz<strong>at</strong>ion, providing help to participants in desper<strong>at</strong>e financial situ<strong>at</strong>ions—those needing to pay past<br />

due rent or facing a medical emergency—so <strong>the</strong> organiz<strong>at</strong>ion can help allevi<strong>at</strong>e <strong>the</strong> financial strain <strong>the</strong><br />

emergency has caused th<strong>at</strong> may interfere with participant learning.<br />

Some organiz<strong>at</strong>ions provide financial counseling to help clients apply for public benefits as a way to<br />

increase household expenses, while o<strong>the</strong>rs emphasize financial independence and self-sufficiency, and<br />

encourage reducing reliance on public support. These two approaches are not mutually exclusive, since<br />
