community, such as <strong>the</strong> services <strong>the</strong>y provide to residents and businesses, <strong>the</strong>ir <strong>at</strong>tendance <strong>at</strong> community<br />

meetings, and conducting community needs assessments. This can help programs understand <strong>the</strong> needs<br />

most critical to <strong>the</strong>ir participants and <strong>the</strong>ir community and tailor services appropri<strong>at</strong>ely.<br />

Community Characteristics Influence Programs’ Loc<strong>at</strong>ions<br />

Most workforce organiz<strong>at</strong>ions in <strong>the</strong> study noted th<strong>at</strong> <strong>the</strong> popul<strong>at</strong>ion and needs <strong>of</strong> <strong>the</strong> community played a<br />

large influence on where <strong>the</strong> program is loc<strong>at</strong>ed. Several organiz<strong>at</strong>ions in this study run programs th<strong>at</strong><br />

focus on serving a specific popul<strong>at</strong>ion; for <strong>the</strong>se organiz<strong>at</strong>ions, <strong>the</strong> loc<strong>at</strong>ion <strong>of</strong> <strong>the</strong>ir programs was<br />

intentionally based on where <strong>the</strong>se popul<strong>at</strong>ions are loc<strong>at</strong>ed within <strong>the</strong> city. Specifically, some <strong>of</strong> <strong>the</strong><br />

programs who have missions to serve <strong>the</strong> L<strong>at</strong>ino community are loc<strong>at</strong>ed near Pilsen and o<strong>the</strong>r largely<br />

L<strong>at</strong>ino neighborhoods in <strong>Chicago</strong>, which have a mix <strong>of</strong> industrial, business, and residential areas within<br />

<strong>the</strong> community. Ano<strong>the</strong>r workforce program th<strong>at</strong> serves homeless individuals is str<strong>at</strong>egically loc<strong>at</strong>ed in a<br />

neighborhood th<strong>at</strong> has multiple homeless shelters in <strong>the</strong> surrounding community.<br />

Ano<strong>the</strong>r consider<strong>at</strong>ion th<strong>at</strong> was important to several organiz<strong>at</strong>ions in this study was to be conveniently<br />

loc<strong>at</strong>ed near businesses for a specific sector in which <strong>the</strong> program has dedic<strong>at</strong>ed training. For example,<br />

one program in <strong>the</strong> study with a focus on healthcare training is loc<strong>at</strong>ed near several hospitals and<br />

healthcare facilities. Ano<strong>the</strong>r program th<strong>at</strong> is solely focused on manufacturing is loc<strong>at</strong>ed in <strong>the</strong> heart <strong>of</strong> a<br />

manufacturing corridor, allowing easy access to many employers and establishing a presence within this<br />

business community.<br />

One organiz<strong>at</strong>ion in <strong>the</strong> study recently opened a new loc<strong>at</strong>ion and described its experience with<br />

identifying where to loc<strong>at</strong>e. This particular program wanted to be near working poor families and in an<br />

area with scarce resources. This program also oper<strong>at</strong>es as a social enterprise and wanted a community th<strong>at</strong><br />

could benefit from <strong>the</strong> new business in order to promote additional economic development. When <strong>the</strong>y<br />

decided to expand, <strong>the</strong> program administr<strong>at</strong>ors sought out partnerships in various communities to assess<br />

<strong>the</strong>ir needs. One administr<strong>at</strong>or summarized <strong>the</strong> process, saying:<br />

With <strong>the</strong> Garfield Park [loc<strong>at</strong>ion] we actually … talked to funders. We talked to <strong>the</strong> found<strong>at</strong>ion<br />

community. We also talked to service providers for where <strong>the</strong>y felt was <strong>the</strong> most need in <strong>the</strong> city, and<br />

East Garfield Park was like <strong>at</strong> <strong>the</strong> top <strong>of</strong> everybody’s list.<br />

Community Characteristics Influence Economic Development<br />

Many <strong>of</strong> <strong>the</strong> workforce programs in <strong>the</strong> study acknowledged th<strong>at</strong> <strong>the</strong>y serve an economic development<br />

objective within <strong>the</strong> communities in which <strong>the</strong>y oper<strong>at</strong>e. Programs help participants advance<br />

economically and become role models within <strong>the</strong>ir community. Many workforce organiz<strong>at</strong>ions also help<br />

promote business retention and development within <strong>the</strong>ir communities.<br />
