Provide Business Services to Engage Employers<br />

Some <strong>of</strong> <strong>the</strong> organiz<strong>at</strong>ions in <strong>the</strong> study build rel<strong>at</strong>ionships with employers by <strong>of</strong>fering business services,<br />

such as incumbent worker services or customized training. These efforts <strong>of</strong>ten help cre<strong>at</strong>e new<br />

rel<strong>at</strong>ionships, streng<strong>the</strong>n existing rel<strong>at</strong>ionships between programs and business, and cre<strong>at</strong>e additional job<br />

opportunities for participants. One program noted th<strong>at</strong> <strong>the</strong>y <strong>of</strong>fer small business classes within <strong>the</strong><br />

community and do technology assessments for small businesses as ways to get <strong>the</strong>ir foot in <strong>the</strong> door with<br />

employers, who <strong>the</strong>y hope will <strong>the</strong>n provide job placements.<br />

These services signal <strong>the</strong> level <strong>of</strong> trust <strong>the</strong> employers place in <strong>the</strong> workforce training organiz<strong>at</strong>ion, and <strong>the</strong><br />

confidence <strong>the</strong>y have in <strong>the</strong>ir abilities to teach necessary job and technical skills. A few organiz<strong>at</strong>ions<br />

stressed <strong>the</strong> role incumbent worker training had in developing and establishing this trust:<br />

[Incumbent worker training] probably was more important in <strong>the</strong> evolution <strong>of</strong> [our program] because<br />

it was initially how many <strong>of</strong> <strong>the</strong> employer rel<strong>at</strong>ionships were established… So <strong>the</strong>re’s a lot <strong>of</strong> things<br />

on our incumbent worker business services end th<strong>at</strong> kinda gets us in <strong>the</strong> door with employers, and<br />

<strong>the</strong>n we can start talking about our job seekers… It’s nice, too, when we’re working with a company<br />

and we’re going out and customizing a training for <strong>the</strong>m, and our job developer can go with and just<br />

kind <strong>of</strong> start talking about our job seekers and wh<strong>at</strong> <strong>the</strong>ir capabilities are, and th<strong>at</strong> sort <strong>of</strong> thing.<br />

Employers Volunteer with Programs<br />

Many organiz<strong>at</strong>ions have deep rel<strong>at</strong>ionships with employers th<strong>at</strong> go beyond job placements and business<br />

services and engage employers as volunteers, board members, and even funders <strong>of</strong> <strong>the</strong> program. A vice<br />

president from one organiz<strong>at</strong>ion acknowledged:<br />

The level <strong>of</strong> our rel<strong>at</strong>ionship with <strong>the</strong> companies—I mean, sometimes it’s extremely deep so it goes<br />

beyond just placement, it’s also <strong>the</strong>y volunteer here… <strong>the</strong>y’re a major funder for our organiz<strong>at</strong>ion and<br />

<strong>the</strong>y have a training program th<strong>at</strong> we have set up with <strong>the</strong>m.<br />

Volunteer activities include guest teaching, conducting mock interviews, and serving as tutors. One<br />

manufacturing program noted th<strong>at</strong> some <strong>of</strong> <strong>the</strong>ir employers generously don<strong>at</strong>e raw m<strong>at</strong>erials, such as<br />

scrap metal and machinery, to <strong>the</strong> program. Employers view <strong>the</strong>ir engagement with <strong>the</strong> workforce<br />

programs as a social responsibility and a way <strong>of</strong> doing something for <strong>the</strong>ir community. A few <strong>of</strong> <strong>the</strong><br />

programs in <strong>the</strong> study formally track this type <strong>of</strong> engagement by maintaining spreadsheets th<strong>at</strong> record<br />

such activities.<br />

Ano<strong>the</strong>r workforce organiz<strong>at</strong>ion maintains a business leadership council, where employers review<br />

program curriculum and play <strong>the</strong> role <strong>of</strong> evalu<strong>at</strong>or, helping to fur<strong>the</strong>r develop <strong>the</strong> program and look for<br />

<strong>the</strong> next growth opportunities. Employers from <strong>the</strong>se businesses also help advise on <strong>the</strong> training<br />

<strong>Chapin</strong> <strong>Hall</strong> <strong>at</strong> <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>Chicago</strong> 57
