Collective Advocacy Efforts<br />

Most organiz<strong>at</strong>ions in this study acknowledged <strong>the</strong>y are not only actively advoc<strong>at</strong>ing for <strong>the</strong>ir particular<br />

programs but are involved in collective advocacy efforts <strong>at</strong> local, st<strong>at</strong>e, and federal levels. Several<br />

interviewees noted <strong>the</strong>y work with o<strong>the</strong>r workforce programs, <strong>the</strong> <strong>Chicago</strong> Jobs Council, or advocacy<br />

organiz<strong>at</strong>ions to communic<strong>at</strong>e <strong>the</strong>ir policy and funding concerns to legisl<strong>at</strong>ors. One program<br />

administr<strong>at</strong>or, whose program works with <strong>the</strong> homeless, noted <strong>the</strong>y engage in advocacy not only to<br />

promote workforce training but also to prevent homelessness. This same organiz<strong>at</strong>ion also works with<br />

local community organizing agencies to focus on economic development and housing issues.<br />

As part <strong>of</strong> <strong>the</strong>se collective advocacy efforts, organiz<strong>at</strong>ions <strong>of</strong>ten tell <strong>the</strong>ir stories and write letters to<br />

legisl<strong>at</strong>ors when policy decisions are being made, to inform <strong>the</strong>m <strong>of</strong> challenges and potential<br />

consequences <strong>of</strong> <strong>the</strong>ir decisions. One interviewee said:<br />

I just look <strong>at</strong>, when legisl<strong>at</strong>ive decisions are being made, who are <strong>the</strong>y really impacting. And trust me,<br />

we told our story. We wrote. Our clients were writing letters. We asked <strong>the</strong>m to. But it’s <strong>the</strong> biggest<br />

challenge, when <strong>the</strong>se decisions are made. I wish <strong>the</strong>y would take some <strong>of</strong> our input <strong>the</strong>re.<br />

Policy Challenges<br />

Despite active advocacy efforts by staff, <strong>the</strong> organiz<strong>at</strong>ions in this study face several policy challenges,<br />

including management and accountability <strong>of</strong> public workforce funds.<br />

One common challenge noted by several interviewees is WIA management and accountability outcomes.<br />

Specifically, <strong>the</strong>y would like to see management <strong>of</strong> WIA programs improved; <strong>the</strong>y find <strong>the</strong> management<br />

<strong>of</strong> <strong>the</strong> programs to be complic<strong>at</strong>ed and overly focused on auditing and financial reporting. However, <strong>the</strong>y<br />

acknowledge th<strong>at</strong> st<strong>at</strong>e and local agencies are limited in <strong>the</strong>ir ability to act since changes would need to be<br />

made in federal legisl<strong>at</strong>ion.<br />

Several organiz<strong>at</strong>ions noted th<strong>at</strong> it has been challenging to continue to achieve program goals under <strong>the</strong><br />

current economic circumstances, which may not be taken into account by funders. One <strong>of</strong> <strong>the</strong>ir challenges<br />

is educ<strong>at</strong>ing lawmakers about <strong>the</strong> positive aspects <strong>of</strong> programs, since lawmakers <strong>of</strong>ten make judgments<br />

based on seeing select st<strong>at</strong>istics th<strong>at</strong> may not accur<strong>at</strong>ely tell <strong>the</strong> whole story.<br />

Finally, one program administr<strong>at</strong>or noted <strong>the</strong> lag in legisl<strong>at</strong>ion passage and enforcement on <strong>the</strong> ground.<br />

Enacting legisl<strong>at</strong>ion takes time; by <strong>the</strong> time laws are enacted, o<strong>the</strong>r changes in <strong>the</strong> landscape may have<br />

occurred to make this “new” legisl<strong>at</strong>ion a mism<strong>at</strong>ch for <strong>the</strong> current environment. This delay forces <strong>the</strong>m<br />

to rely on priv<strong>at</strong>e funders since <strong>the</strong> priv<strong>at</strong>e dollars are more flexible and able to be used with <strong>the</strong> current<br />

need.<br />
