Appendix C: Methodology<br />

Workforce development training organiz<strong>at</strong>ions and <strong>the</strong>ir respective training programs were recruited<br />

using a process consisting <strong>of</strong> nomin<strong>at</strong>ion, selection, and <strong>the</strong>n invit<strong>at</strong>ion to particip<strong>at</strong>e. Criteria for<br />

nomin<strong>at</strong>ion to particip<strong>at</strong>e in this study did not specify a specific type <strong>of</strong> workforce development program.<br />

However, programs nomin<strong>at</strong>ed were to have a goal <strong>of</strong> job placement and retention; be a community-based<br />

program th<strong>at</strong> oper<strong>at</strong>es within ei<strong>the</strong>r large, multi-service or small, single point <strong>of</strong> service organiz<strong>at</strong>ions; and<br />

should serve low-income, adult service recipients (age 18+) with multiple barriers to employment and<br />

retention. Local experts in <strong>Chicago</strong>’s workforce development field—identified through discussions with<br />

local and n<strong>at</strong>ional researchers, local workforce development advoc<strong>at</strong>es, workforce development<br />

government program administr<strong>at</strong>ors, and priv<strong>at</strong>e funders—were asked to nomin<strong>at</strong>e programs.<br />

The research team reviewed 21 nomin<strong>at</strong>ed programs and selected <strong>the</strong> eight organiz<strong>at</strong>ions with <strong>the</strong> most<br />

nomin<strong>at</strong>ions. The programs th<strong>at</strong> received <strong>the</strong> vast majority <strong>of</strong> <strong>the</strong> nomin<strong>at</strong>ions shared similar<br />

characteristics, including an organiz<strong>at</strong>ional structure modeled after an independent, local, or<br />

neighborhood agency with an independent board, diverse funding sources, and a repertoire <strong>of</strong> training<br />

programs designed to serve disadvantaged individuals with diverse skill levels and educ<strong>at</strong>ional<br />

backgrounds. Executive directors from <strong>the</strong>se eight organiz<strong>at</strong>ions were invited by <strong>the</strong> project director to<br />

particip<strong>at</strong>e in <strong>the</strong> research project through a letter and e-mail describing <strong>the</strong> research. The project director<br />

<strong>the</strong>n made telephone calls to <strong>the</strong> executive directors to discuss <strong>the</strong> project, answer questions about<br />

particip<strong>at</strong>ion, and confirm particip<strong>at</strong>ion. Of <strong>the</strong> eight invited to particip<strong>at</strong>e, six organiz<strong>at</strong>ions particip<strong>at</strong>ed<br />

in <strong>the</strong> interview process. The o<strong>the</strong>r two declined to particip<strong>at</strong>e, one due to ongoing organiz<strong>at</strong>ion<br />

restructuring during <strong>the</strong> project period.<br />

Incentives, such as payment in any form, were not provided to participants. Study protocols were<br />

approved by <strong>the</strong> <strong>University</strong> <strong>of</strong> <strong>Chicago</strong> SSA/<strong>Chapin</strong> <strong>Hall</strong> Institutional Review Board. Interviews and site<br />

visits were conducted with program staff from March through August 2011.<br />
