In addition to academic staff, higher education institutions employ non-academic staff. This staff

category comprises a wide variety of support functions (from governance staff to administrative
staff to maintenance staff). The relative size of this non-academic staff determines to a substantial
extent the overhead on the primary processes (teaching and research). To get an indication of the
relative size the ratio non-academic/academic staff was calculated. The resulting graph shows a
clear variety in the ratio.

We assumed that for an institutional profi le it is not only relevant which subjects and levels of
programs are offered but also how these programs are offered. Two aspects of mode of delivery are
discussed: distance learning and part-time programs.
Around one third of the responding higher education institutions offer programs as distance learning
programs: master programs and bachelor programs are offered by most responding higher
education institutions as distance learning program.
