students<br />
The pattern emerging from the data on part time students is similar to the picture sketched above.<br />
36 <strong>of</strong> the responding higher education institutions report students enrolled as part time students.<br />
Apparently there are a few institutions that enroll part time students but do not <strong>of</strong>fer part time<br />
programmes. Part time students are most frequently enrolled at the bachelor and master level. At<br />
the doctorate level there are 11 higher education institutions enrolling part time students.<br />

Indicator 11a: Percentage <strong>of</strong> funding from government funding<br />
The public character <strong>of</strong> a higher education institution is most apparent in the balance between public<br />
and private funding. The assumption is that a high percentage <strong>of</strong> government funding indicates a<br />
public character.<br />
The majority <strong>of</strong> the responding higher education institutions has provided data on this indicator: only<br />
eight cases are missing. On average the percentage <strong>of</strong> government funding is 59%. One out <strong>of</strong> six<br />
institutions have no or virtually no government funding and 65% <strong>of</strong> the institutions have more than<br />
50% government funding.
